Counsel for the Skyline area Community of Interested Neighbors (COIN) in their efforts to protect and preserve the Resource Management District of San Mateo County. Prepared Appeal to reverse Planning Commission's approval of a Use Permit Amendment which would have allowed a change in use of the Stillheart Retreat Facility (located in the Skyline Area Scenic Corridor of San Mateo County), from it's allowed use as an institute of charitable and philanthropic nature, to a for-profit $45-60K/month 78 bed residential non-medical addiction treatment center. On March 25, 2014, following oral argument and the testimony of nearly 200 neighbors, the Board of Supervisors voted unanimously (5:0) to grant the Appeals and deny the proposed Use Permit Amendment. Stated reasons for the Board's decision included an unacceptable increase in the site's intensity of use as measured in human occupancy, resulting in heightened fire risks in the area, dangerously higher demands on the local water supply system, increased traffic risks, incompatibility with stated purposes of the site's General Open Space designation, and violation of SMC Zoning Code Section 6500, Chapter 24 (RM District zoning regulations).
