As contractor to the US Environmental Protection Agency (EPA), Ms. Horn supports the Office of Water's state revolving fund (SRF) programs which provide grants and low-interest loans for wastewater and drinking water infrastructure projects. Ms. Horn has overseen 14 successful annual cycles of state environmental agencies reporting their revolving fund activity into EPA's reporting system. She assists EPA with defining new business requirements of the web reporting system and translating those requirements for external developers. Successful outcomes have been improved system usability and quality control. This strengthened EPA's ability to effectively communicate accurate and meaningful program results and progress to its stakeholders. Ms. Horn is the lead program and technical support contact for all reporting system users. Ms. Horn manages and queries the reporting database using Microsoft Access and Excel. She develops ad hoc queries and reports, Q/A's collected data, and provides analysis when requested. Ms. Horn conducts periodic reporting system training webinars after major system enhancements or requirement changes.As a project manager for Northbridge's Loans and Grants Tracking System (LGTS) web-based software, Ms. Horn provides end-to-end system management and support for environmental state agencies managing multi-million dollar SRF and similar funding programs. She is the lead project manager for new software implementations and wears many hats in this process: from bid writeup, initial startup, and system testing, through implementation in production environment, user training, and data reconciliation. To date, she has overseen four successful web product implementations and three additional implementations where the software was upgraded from a legacy LGTS Microsoft Access product to a web product. Ms. Horn's day-to-day operations include on-call user support, enhancement projects management, and contracts/budgets management.
