Civil Engineering Construction Consultant, Monitoring and Evaluation Consultant

•Coordinating the activities of the Works Department.•Provide operational advice to clients and the Council on concepts, policies and procedures for procurements.•Participate as procurement expert on projects; assessment of procurement implications on project design, evaluation of institutional capacity of borrowers and develop suitable procurement plans by conducting pre and post reviews of Council’s financial obligation in terms of contract jobs.•Participate in procurement assessments by preparing background analysis; collaborate on developing appropriate public procurement legislation and practices;•Development of yearly strategic plan and budgets for Council projects based on expected income from federal allocations and other sources.•Formulating strategies for fund capture for project implementation.•Ensuring conformity of Contractors operations to Council’s approved basis of design and applicable code requirements.•Carrying out various engineering geological surveys for water potentials within the confines of the L.G.A•Making Quarterly reports on the progress of work on all Council’s projects.•Member of Council’s Budget preparation team. •Supervise the construction of several building projects •Supervision of the Asphalt paving of The council entrance road and parking lots
