Known for his term #Employonomics, Chandra is working on a model of Employment Policy for India to convert its huge 'burden' of human resource into economy. According to him, Advance Human Economic Action Design is the key to a self-sustainable cycle of employment creation. After his first experiment in Odisha where he helped the state government to set up an Employment Mission under chairmanship of the chief minister Shri Naveen Patnaik in 2005, Chandra worked and studied the issue in different states like Bihar(2015), Karnataka (2018), Chhattishgarh (2018) and Haryana (2019). Chandra was invited by Shri Rahul Gandhi in 2010, the Gujarat government in 2012 and Bihar chief minister Shri Nitish Kumar in February 2018 on this issue.When unemployment reached its peak after COVID-19 lockdown, Chandra started a month long Employment Debate on Twitter in July-August 2020 which attracted the attention of many policy makers and economists including the then Chief Economic Advisor Dr Krishnamurthy Subramaniam. In June 2020, Chandra sent a proposal to the district magistrate of Varanasi to create 80,000 to 1,00,000 secured sustainable jobs in 5 years in the constituency of the Prime Minister, if the government supports him. He even offered to face legal action in case of any failure.Chandra shifted his base to Varanasi and launched Mission Unemployment-Free Varanasi in June 2021 as a laboratory of result-oriented employment policy for India. In October 2021, Chandra worked with the beggars to set up Beggars Corporation as its flagship project. If beggars can be entrepreneurs, nobody can be unemployed, Chandra argues. After successful market trial to the tune of INR 2.7 million, the Beggars Corporation was registered as a for-profit company in August 2022 and recognized as a Social Impact Startup by the Department of Industry and Internal Trade (DPIIT), Government of India, in October 2022.This is for the first time in the history, the beggars refused to accept donations and formed a for-profit company to work & earn with dignity. It may be noted here that 21 Beggar-Turned-Entrepreneurs (BTE) handheld by Beggars Corporation earned revenue of ₹3,57,10,312.00 in FY24. On August 12, 2024, BC has given a written proposal to the Divisional Commissioner to help the administration in making Varanasi Begging Free in 3 years.
