Build a continuous candidate pipeline and create leads through various creative sourcing methods to include online sourcing websites, job boards, networking, social media, external referrals, employee referrals, recruitment fairs, professional associations/organizations, college alumni/associations, diversity sourcing, etc. Recruit active and passive candidates while possessing the mentality to gauge chemistry of candidates for culture fit and understanding their motivation for the role. Prepare weekly reports summarizing recruitment activity and pipeline. Ensure compliance with all company requirements including background checks. Effectively communicate compensation, scheduling, benefit, and staffing policies. Maintain accurate and well-ordered documentation on candidates, searches, hiring manager interactions and other recruiting activities to ensure compliance with employment practices, policies, and processes. Demonstrated resourcefulness, problem solving, critical thinking skills, and the ability to exercise independent thought. Work closely with Managers to identify and recommend opportunities for improving candidate experience and inefficiencies.

Designed, formulated and implemented human resource policies and procedures utilized by approximately 1050 regional offices across the United States and Internationally. Supervised implementation of policies, programs, and provided procedural guidance for human resource and placement programs supporting over 100,000 new annual accessions. Conducted technical reviews of procedural manuals and publications and made recommendations to modify and improve existing policies and practices. Key member of committee groups tasked with the drafting of future conceptualized models for improving hiring and processing of applications. Coordinated, prepared, and established a synchronized annual processing and operational schedule utilized by over 13,000 employees. Responsible for indoctrination and training of all new corporate level policy and programs personnel selected to the division. Supervised a blended call center staffed with Soldiers and civilians that supported over 9,000 Army Recruiters across the U.S. and overseas. Compiled statistics, analyzed data, and prepared for accessions of all Army jobs; over 80,000 positions filled annually

Responsible for managing the human resource operations for Washington, Oregon, The Republic of Palau, Republic of the Marshall Islands, Federated States of Micronesia, American Samoa, Guam, Korea and Japan. Core management duties included counseling, scheduling and personnel conflict resolution, with additional duties in staffing, employee relations, performance management, new staff orientation, project management and program development.

Developed and managed recruiting strategies for a 15-person office. Located and prescreen candidates for cultural fit and technical skills. Managed recruitment for all U.S. Army positions; enlisted and officer. Supervised the setup and management of the applicant tracking system. Instructed students on effective management techniques for classroom instruction, various learning theories, adult learning styles, formal and informal evaluation techniques. Taught in both traditional classroom and asynchronous distance learning environment.
