Provided government oversight to a team of ten personnel as they interacted with customers and scheduled surveillance, combat systems, communications, and data-link resources. Approved and executed special project funding that offset costs for PEO IWS 1 and 10 at the most capable land-based test-site on the eastern seaboard. Involved in every project ensuring that test objectives were completed and post-test reports were recorded.

Acted in the capacity of the Commanding Officer’s primary representative exercising authority over range operations including control of aircraft, vehicle, and ground personnel. Ensured safe operations were conducted during Combat System Shipboard Qualification Testing and High Energy Laser with Integrated Optical-dazzler and Surveillance testing. ⧫ Conducted live-fire operations for several AEGIS ships certified their Combat Systems were ready for operational use within the fleet. Operated communications circuits and data-links, including Link-11, Link-16, CEC, and FalconView to ensure the range was electronically and visually clear prior to live-fire operations. Ensured all test procedures were executed successfully. Reported and documented all test results for lessons-learned in a database. ⧫ Prepared test procedures and safety checklists for use during testing of the High Energy Laser with Integrated Optical-dazzler and Surveillance testing. Collaborated with management and interfaced with customers and other departments to ensure that test procedures were documented adequately to resolve problems and develop the Range Control Officer training syllabus.

Three years of experience as a certified MTS instructor with experience teaching in a classroom, simulated, and operational environments. ⧫ 15 years of experience working with Combat Systems Training Team (CSTT) in Integrated Air and Missile Defense, Surface Warfare, and Subsurface Warfare. Qualified as CSTT Safety Observer, Exercise Initiator, and Evaluator. Designed and developed complex, real-time combat simulations for multiple exercises ranging from single scope evaluations to ship-wide “General Quarters” drills. ⧫ Developed Ship Self-Defense System MK2 Basic, Advanced, and Warfare Operator courses of instruction in conjunction with CACI personnel and acted as the lead military instructor and Course Curriculum Model Manager for all three courses.

Provided direct supervision and professional development of 40 staff members in all aspects of Strike-Fighter tactics and weapons employment, which includes F/A-18 hardware, techniques, and the current world threat for air-to-air and air-to-surface missions. ⧫ Developed and managed a combat air controller proficiency program, flying day and night hours, with over 300 controllers from 45 ships in the Norfolk, Virginia area working with squadrons from Naval Air Station Oceana. ⧫ Conducted regular training sessions for air controllers that ranged from lectures to hands-on training and culminated in participation in pre-deployment requirement of Strike Fighter Advanced Readiness Program. ⧫ Provided monthly briefings to the Admiral and staff on the qualifications, proficiency, and achievements of his/her Air Defense Watch Standers.

Operations Specialists (OS) advise on shipboard warfare operations and navigation; maintain Combat Information Center (CIC)/Combat Direction Center (CDC) displays and provide strategic plotting for warfare areas, weapons control and navigation; operate surveillance radars, identification equipment, communications equipment, and associated Command and Control equipment; interpret and evaluate radar presentations and tactical situations and make recommendations to senior leadership; apply current procedures and doctrine to CIC/CDC operations as specified by Joint/Allied/U.S. Navy publications and instructions; and display and disseminate tactical information during Surface Warfare (SUW), Air Warfare (AW), Submarine Warfare (USW), Amphibious Warfare (AMW), Mine Warfare (MIW), Littoral Warfare (LW), Naval Surface Fire Support (NSFS), and Search and Rescue (SAR) operations.

Command Master Chiefs are senior enlisted leaders who report directly to their respective Commanders/Commanding Officers. They participate in formulating and implementing policies concerning morale, welfare, job satisfaction, discipline, utilization, and training of Navy enlisted personnel. By reporting directly to their Commanders, the FLTMCs, FORMCs, CNOMCs, and CMDMCs/CMCs keep their chain of command aware and informed of sensitive and current issues. Authority and responsibilities of a Fleet, Force, CNO-Directed, or Command Master Chief shall include, but are not limited to the following: A. Maintain and promote effectiveness and efficiency of the chain of command. B. Assist Commander/Commanding Officer in all matters pertaining to welfare, health, job satisfaction, morale, utilization, and training of enlisted personnel in order to promote traditional standards of good order and discipline. C. Advise Commander/Commanding Officer on formulation and implementation of changes in policy pertaining to enlisted personnel. D. Attend meetings as directed by Commander/Commanding Officer to keep apprised of current issues and provide a representative enlisted input. E. Participate in ceremonies honoring command members including all reenlistment and award ceremonies. F. When appropriate, represent or accompany Commander/Commanding Officer to official functions, inspections, and conferences. G. Participate in receptions and hosting of official visitors to the command. H. Upon invitation, and as approved by the Commander/Commanding Officer, represent the command and the Navy at community and civic functions.
