Manages diverse activities to advance the Department’s mission, goals, and objectives related to water production, water distribution, wastewater collection, treatment, and reuse; develops and implements regulations, policies and procedures, emergency operations and response plans; develops, implements and administers the Division's annual budget, including the multi-year capital improvements program; provide administrative review and approval for construction of public and private development utility projects involving the City’s utility systems, initiates and coordinates user rate and development fee studies.Meets and collaborates with state and federal officials on projects and regulatory requirements including preparation and submission of water resource, quality, and other reports; researches, develops, and applies for grant funding; develops project designs, reports and specifications, and permitting for projects, both in-house and by contract; negotiates contracts; coordinates with other Public Works Divisions and other Departments to assure transportation and drainage improvement projects are synchronous with water and wastewater projects. Determines levels of staff, equipment, and other resources needed to provide Division services and programs; assesses community and City needs and formulates tactical and strategic plans to meet those needs. Develops and prepares request for qualifications, proposals, scope of work, cost estimates, staff reports, operating budgets, and technical memorandum as they relate to Utilities; reviews and evaluates engineering aspects of intergovernmental and development agreements, and environmental documents; identifies impacts to City infrastructure and resources.
