Business Development Specialist
Manages, oversees, and facilitates the Center's Partnerships Agreement program, ensuring that each Partnership Agreement is properly created, negotiated, reviewed, approved, executed, and stored in the Partnership Agreement Maker (PAM) database as the official repository for all agreements in accordance with applicable NASA requirements. Serves as an expert analyst and central lead manager, advising management and others within the organization on the progress of accomplishment and the alignment schedules in the agreement process, applying a broad range of quantitative and/or qualitative methods to measure the attainment of complex short and long term goals.Manages the maintenance of all agreement records, including Space Act Agreements, Commercial Space Launch Act Agreements, Enhanced Use Leases and Interagency Agreements that enable various government agencies, commercial companies, as well as contractors to utilize Kennedy Space Centers (KSC) assets and capabilities. Provides guidance and training on the proper utilization of the PAM system and other agreement records systems. Analyzes directorate processes and procedures and recommends efficient procedures and processes to improve the techniques and timely disposition of all agreements. Utilizes expert knowledge and analytical abilities in performing in-depth analyses in order to develop and interpret new methods, criteria, policies and procedures aimed at maintaining and improving the effectiveness and efficiency of the Partnerships Agreement Program.Collaborates both orally and in writing with management and those of diverse rank and positions within the organization, across the center and the agency regarding all matters relating to SAAs while maintaining excellent customer relations.
