Provides consultant services, writing, and editing for projects, proposals, and publications related to democracy promotion, civil society development, and worker rights. Has advised and provided services to government officials, non-profit organizations, unions and media. Areas of Study: international affairs, political science, and labor and human rights. Countries of Expertise: East-Central Europe, former Soviet Union, as well as former Yugoslavia and Cuba. Projects include principle author of civic education web resource Democracy Web (www.democracyweb.org), a project of the Albert Shanker Institute. Former editor, Uncaptive Minds, a journal of information and analysis of the Institute for Democracy in Eastern Europe (1988-97).
