Managing personnel in creating Tax Software for CPAs and Accountants

Overseeing the development of the Crossroads Application project. A new endeavor for the WIC program, providing on-line and application technology capabilities for multiple states. Leading a team of 28 staff, with five supervisors, in the creation of a comprehensive software application, project Crossroads.  Crossroads: State Application Model system that will manage the Women, Infants and Children (WIC) program at the state level meeting the regulatory requirements established and funded by the USDA. Led application design sessions and periodic demonstration reviews with the client to create usable software that exceeds the regulatory and business requirements.  Innovative solutions for the industry include; family centric design (able to process multiple family members at one time), comprehensive financial implementation (innovation of a financial modeling tool that allows forecasting on significant data points) and the first system designed for Electronic Benefit Transfer in preparation for the 2020 mandate from Food and Nutrition Services.  Installation and deployment of the application in Alabama, North Carolina, Virginia and West Virginia. Crossroads has over 50 interfacing web services or other protocol that were developed in conjunction with vendors and government entities.

Consulting services for information technology solutions specializing in business process implementations. Leveraging corporate knowledge and IT experience to produce software solutions that are both client focused and adaptable to process, while architecturally sound using the latest technologies.

 Directed from concept to delivery, the software development for 46 separate applications integrated with Federal and E-File programs and distributed to over 12,000 retail locations.  Managed a team of 20 full time personnel to deliver the state programs that account for 38% of U.S. Retail Tax revenue.  Matrix leadership over the e-Commerce production. Including a manager and an additional 14 reports. Increased content of product line 30% in four years, yet the same staff size was able to exceed deadlines with higher quality through innovation of technology and process. Worked to establish a CRM environment with field offices in all states to improve usability and content. Client satisfaction increased from 87% to 96%. Achieved by establishing on-site usability studies to help drive relevant change. Developed a solution for output of the on-line tax forms and led the initiative that allowed delivery dates to move forward an average of 35 days. Led multiple department wide efforts in roles of sponsorship, as well as project management, to improve the performance for the delivery of the electronic transmission of data to the IRS and Departments of Revenue. Resulted in a multi department release process for 42 electronic filing states (over 400 dependencies) that were delivered ahead of schedule. Called upon by the executive leadership to mitigate issues and ensure compliance to 16 million dollar department budget due to the consolidation of multiple groups for financial operations. Achieved 10% reduction in expenses. Consolidated forecasting techniques of the department development groups. Team builder that other managers have commented, ‘it is refreshing to work with a team that knows their roles.’

 Direct the product development for 47 state applications that are integrated with Federal and E-File programs distributed to over 12,000 locations and provide the backbone for the on-line product. The state programs account for 38% of U.S. Retail Tax revenue. This is a highly regulated industry that requires integration of tax law issued by Departments of Revenue and converting these changes into the Block approach for tax preparation and office process. Manage and lead a team of 16 full time programmers and 4 seasonal testers. This group represents approximately $1,000,000 of payroll and has interaction across multiple business lines that other managers have stated, ‘it is refreshing to work with a team that knows their roles.’ The team produces the applications in a highly compressed time frame as regulatory changes are released in October and November and must be field ready by January.

 Developed the business strategy and determined software content for state software programs to create corporate, s-corporate and partnership returns. Software was marketed to tax practitioners ranging from sole practitioners to H&R Block. Led the production team of 14 personnel responsible for 85 programs.
