Mr. Holsten is a Senior Planner for HNTB Corporation and currently provides environmental oversight and NEPA planning services for the Central Texas Regional Mobility Authority GEC and the I-35 Capital Area Improvement Plan, both in Austin, Texas. Previously, he served in the same capacity for the TxDOT Strategic Projects Division Corridor Program Office. He was also an Environmental Science Project Manager in the HNTB-Baton Rouge Environmental Services Group. Mr. Holsten has 28 years of experience in administering the National Environmental Policy Act (NEPA) on behalf of HNTB transportation clients in some 20 states. During his career with HNTB, he has worked on over 70 transportation infrastructure projects including major highway, bridge and airport facilities. This experience includes managing the NEPA decision-making process and preparing the full range of (NEPA) documentation, including Planning and Environmental Linkages (PEL) studies. Mr. Holsten is currently providing project oversight on proposed tolled facilities in central Texas. Many of these complex projects are incorporating state-of-the-art dynamic pricing technologies and some are being advanced as candidates for innovative financing techniques; particularly public-private partnerships. Mr. Holsten has a background in forest management and has extensive experience performing comprehensive natural resource impact assessments. He has performed jurisdictional wetland determinations, wetland mitigation plans, assessments of wetland functional values and Section 404 Permit Applications in compliance with Section 404 of the Clean Water Act. He has also prepared biological assessments on Federally-listed threatened and endangered species in compliance with the Endangered Species Act. These efforts have included all required coordination with state and Federal regulatory agencies on behalf of the client.
