Deputy Intelligence Program Director and lead for intelligence operations and analysis for 3rd US Army/US Army Central (USARCENT). Provided daily direction to a 70-person directorate in integrating national, theater, open source and inter-agency information in preparing, synthesizing and presenting sensitive intelligence estimates, assessments, and annexes on issues, challenges and threat activity affecting the USARCENT security environment. Established and managed the daily priorities for the directorate, to include operations, analytics, communications, budget and personnel management, internal controls, security and policy compliance. Served as the USARCENT Intelligence Director forward in Kuwait representing the command in international engagements and executing bilateral intelligence sharing agreements with Kuwaiti and other Middle Eastern countries counterparts. Project manager for developing and executing the directorate’s annual budget that included over $40 Million in service and maintenance contract costs and the upgrade of intelligence communications systems in excess of $3 million. Intelligence Program Director Intelligence for a 52-person directorate responsible for policy, plans, programs, and analysis for the nation’s Task Force specifically designed to provide Department of Defense support to law enforcement in the nation’s counter-drug, human smuggling and illicit cargo campaign. Conceptualized, planned, coordinated, and established the first active duty military support to law enforcement operations at the El Paso Intelligence Center (EPIC). Provided insights on intelligence lessons learned from the wars in Iraq and Afghanistan to aid in the development of law enforcement intelligence on transnational threats to US borders. Assisted the Department of Customs and Border Protection (CBP) in formulating the Southwest Border Strategy for US border operations. Helped facilitate the establishment of the CBP’s Tucson Sector’s Alliance to Combat Transnational Threats and Intelligence Operations Coordination Center to strengthen intelligence and information sharing. Collaborated with the US State Department, the Office of Director of National Intelligence, US Law Enforcement Agencies and Government of Mexico officials on developing counter-drug proliferation strategies for Mexico and the city of Juarez. Represented the command at a national intelligence strategy session to establish the intelligence priorities for combatting transnational threats to our nations borders.

Intelligence Program Director for a 324-person, forward deployed Joint Interrogation and Debriefing Center (JIDC) responsible for Human, Counterintelligence and Interrogation Operations in support of combat and force protection missions for Multi-National Forces Iraq as well as theater and national level decision makers. Synchronized, directed and executed split-based interrogation operations, including for inter-agency and foreign governments, to provide actionable intelligence to warfighters across Iraq. Integrated national intelligence agency capabilities and databases into interrogation operations (BIOMETRICS, Signals Intelligence, Geospatial Intelligence and Document and Media Exploitation). Led the interrogation efforts and coordinated with other commands in the search for and recovery of the remains of a U.S. Soldier missing for over four years in Iraq allowing closure for the family. Directly cited by Commanding General Task Force 134 Detainee Operations for aiding in transforming detainee operations from a strategic risk to a strategic advantage.

Recruiting Project and Program Director of US Army Recruiting Battalion consisting of five geographically dispersed recruiting companies with 33 recruiting stations across two states. Planned, programmed and executed all Army recruiting operations for both active and reserve component Soldiers. Conducted daily analysis of the recruiting market determining locations to concentrate resources to develop or enhance recruiting strategies leading to capturing a larger share of the recruiting market. Reestablished recruiting operations in areas across southern Louisiana severely impacted by Hurricanes Katrina and Rita. Following the storms, led the battalion to stay in the top 10 of the 41 recruiting battalions in the United States Army Recruiting Command. Coordinated relief efforts to provide housing, food and other essentials for soldiers and civilians who lost their homes in the storms. Successfully planned, coordinated and procured funding to build a new Battalion Headquarters and to reestablish recruiting stations damaged during the storms.

Deputy Commander for a 558 person Military Intelligence Group responsible for providing timely, accurate and relevant signals intelligence in support of United States Pacific Command. Led a 43-person soldier and civilian staff in support of 24/7 signals intelligence operations. Oversaw, coordinated and directed personnel, logistics, security, resource and information operation to meet mission requirements. Managed the planning, obligation and execution of the command’s $2.3 million dollar budget. Led the planning and coordination efforts to deactivate the 115th MI Group and establish 500th MI Brigade Operations at Schofield Barracks.

Pearl Harbor, Hi

Deputy Director of Operations for a 517 person joint service and civilian directorate responsible for the analysis, production and dissemination of timely and accurate all-source intelligence for Commander, US Pacific Command, the sub-unified commands and three standing Joint Task Forces. Oversaw the directorate’s daily operations in conducting indications and warning, current intelligence analysis, assessments, targeting and intelligence collection operations in 44-country theater. Guided the intelligence production for seven Reserve Intelligence Centers geographically dispersed across seven US states. Identified and deployed a 25 member team from JICPAC to the Central Command (CENTCOM) area of responsibility supporting the analytical mission in Operation Iraqi Freedom. Assembled a team of geospatial and all-source intelligence analysts that provided federated battle damage assessment and order of battle reconciliation in support of CENTCOM. Ensured the accuracy and execution of all Directorate administrative actions to include civilian hiring actions, and the programming and execution of the directorate’s $3.2 million dollar budget. Supervised DoD civilian personnel in the grade of GS-14 and below to include the approval of administrative actions, leave, evaluations, individual training and if warranted, disciplinary actions. Directed the $1.3 million dollar renovation of the Directorate spaces and was an integral part of an aggressive hiring campaign to fill a 30% gap in civilian vacancies. Earned accolades as Chief of the Korea analysis branch for reporting on maritime events that had direct impacts on Presidential decisions.
