As Program Manager, led, directed and managed training & education for security forces personnel and base augmentation personnel. Coordinated full spectrum training and contingency training to include establishing the command’s response policy to counter foreign and domestic threats, writing lesson plans, crafting teaching aids, creating test banks, publishing training handbooks and identifying duty position qualification criteria. Managed budget, resource allocation and coordinated scheduling of group, wing, and base training activities. Managed all personal and professional actions of 21 person staff and 1100 annual student populace. Created several training initiatives teaming with federal and state agencies optimizing needs based and time sensitive training. Devised and implemented a streamlined training schedule, which enhanced the unit’s ability to maximize unit training time while reconciling six diverse mission sets. Published several training guides on victim awareness, counter surveillance procedures and Active Shooter response procedures for base workforce and facility mangers. Selected to be Chief of Records, managing the implementation of the section’s file plan; ensuring proper control, storage and disposition of records per DoD and AFI guidance.

Developed training exercise & evaluation outlines used to test and evaluate existing contingency plans and future needs based operations using MESL and life cycle planning to strengthen physical security stance and threat mitigation.

Bagram Af, Afg

As Program Manager, led, managed and directed all source intelligence collection efforts for force protection at Bagram Air Field, Afghanistan. Equipped directorate leadership with full spectrum intelligence for three dimensional base defense and threat mitigation for an area of responsibility covering 22,000 km. Provided command staff and allied agencies with daily and special summaries of refined intelligence products and worked with agencies to identify/counter insurgent and foreign intelligence activities. Collected, managed intelligence, surveillance and reconnaissance requests, data collection and dissemination, and resource management of $16M worth of assets. Managed the networking of theater supported ISR platforms to maximize resource utilization to bolster early warning to Bagram’s defenses. Established a Fusion Cell which consolidated the work of three agencies into one collaborative effort, focusing energy and eliminating redundancies by 30%. Managed the handling, safeguarding, document classification and portion markings. Recognized by senior leaders for meritorious accomplishments during this time period.

Led, directed and managed all law enforcement, traffic enforcement, community policing and physical security activities for two shifts on Andrews AFB. Supervised protection of $12B in resources vital to national security including Air Force 1. Analyzed criminal behavior, foreign and domestic intelligence reports and implemented measures to mitigate threats for the 7,250 Department of Defense members and 26,000 daily visitors to Andrews AFB. Wrote, reviewed, coordinated, and tested contingency plans, which resulted in training validation or identified potential vulnerabilities. Managed all actions of 105 person security and law enforcement section to include managing schedules and discipline, professional development, training and certification requirements. Initiated periodic penetration exercises to test and qualify RAM measures, security systems and defense force responses. Identified areas needing improvement and made corrective actions. Managed the release of FOUO information and LE sensitive documents to base and external agencies. Appointed by the commander to conduct several inquiries involving potential compromise of classified material and loss of sensitive material. Supported Protective Services with protection of the President of the United States, Vice President, high ranking US and foreign dignitaries.

Andrews Air Force Base

Managed discipline, fitness, readiness, deployment and human relation programs for an organization with a population of 643 which directly supported the President of the United States. Provided guidance as program manager to senior leadership on matters of discipline, morale and welfare. Oversaw educating employees on policies, quality of life, disciplinary and readiness issues, to include interpreting laws, regulations and creating policy. Managed numerous non judicial proceedings, two courts martial and ten administrative proceedings.

As Program Manager, led five man criminal investigations section, maintained case solve rate of 90% for 163 cases. Analyzed criminal cases and recovered $950K in stolen government and personal property. Supervised portfolio including both simple and complex investigations, evidence collection, LE sensitive intelligence collection and dissemination, and Witness/Victim Protection. Compiled facts, completed reports and submitted findings to legal authority. Coordinated activities between military, federal, state & local police. Identified as a subject matter expert to testify in administrative and judicial proceedings. Involved in numerous task forces consisting of multi-agencies to identify and disrupt criminal activities operating throughout the region. In 2005, established and chaired a multi-agency task force, targeting a 14 month old criminal enterprise, which included wire fraud, identity theft and grand larceny. This task force was comprised of seven agencies to include the US Attorney’s Office and FBI and resulted in the arrest and conviction of the suspect.
