Analyzed candidate ground cellular installations for suitable air to ground propagation characteristics. Developed and calibrated a ground based interference model used to assess the AirCell system's nationwide signal to noise ratio performance. This model was the primary driver of network buildout and upgrade projects.Conducted extensive analysis of the air to ground 800 MHz cellular link budget used within the AirCell system. Identified and corrected a propagation model error in the commercial software used by the company.Acquired advanced skills in Microsoft Office applications development through self study. Conceptualized and developed several Microsoft Access databases for tracking trouble tickets, storing and displaying operational measurements, and billing records. Provided enhancements to the company's customer service database as well. Developed numerous Microsoft Excel applications for parsing and data processing irregular record sets.

Supervised nine individuals in the Traffic, Performance, and RF Engineering groups working on Motorola, Lucent, and Nortel platforms.Directed the site selection and design of the company’s first two CDMA systems using the GRANET propagation modeling tool. Assisted in system testing, integration, and optimization.Prepared several detailed executive reports including an analysis of CDMA/TDMA capacity/cost comparisons based on the equivalent random method, and a thorough study of the interference potential of the AirCell reverse link.Conceptualized, specified, planned, cost justified, staffed, and managed the development of a new interactive intranet-based, operational measurement reporting tool. In part these efforts contributed to a 0.5% year over year reduction in network-wide dropped calls despite a same period 50% increase in usage.Created a growth planning tool and implemented a capacity planning process to guide the company’s first major cell-splitting initiative. Prepared or assisted in the preparation of all site justifications. Gained executive team appropriations approval on all recommended projects. Oversaw the deployment of several coverage sites, 13 capacity sites in 8 markets, 1 system changeout, and 6 major system retunes, all resulting in improved system quality.

Designed and project managed to completion more than fifty AMPS and CDMA cell sites beginning with growth planning to determine system capacity requirements, site identification and testing using propagation models and empirical drive testing, site layout including tower height requirements, antenna selection and placement, link budgeting and ERP calculations, base station equipment configuration, and frequency planning.Drive tested and optimized both AMPS and CDMA networks in Denver, Colorado Springs, and Colorado RSA #3.Participated in AirTouch’s Phoenix propagation model working group; recommended enhancements to the Lee point/slope model to address the wide variation in near/far pathloss slopes in Colorado’s Front Range. Created Excel VBA routines to automate cell site transceiver configuration queries and LPA loading design.
