Manage global government affairs and policy advocacy for GE Capital in the US, Europe, Middle East and Asia. Lead global team to advance GE Capital policy objectives nationally, regionally and with global institutions.

As a leader on the corporate government relations team, led legislative and regulatory advocacy at both the Federal and State levels for many corporate-wide and business specific issue areas. These areas have included among others commercial and consumer financial services, trade, tax, pensions, asset management, labor, energy and appropriations. While helping to manage a team of 20 professionals, was a lead coordinator of GE's overall issue advocacy plans to ensure that the broad array of policy initiatives of interest to GE did not limit the company’s ability to advance numerous policy goals with success at the same time. Beginning in 2008, he began serving as the global functional leader of GE Capital's Global Government Relations team. With 4 direct reports and several indirect reports around the globe, he was responsible for advancing numerous GE Capital wide policy objectives as well as several key national policy objectives, particularly in the EU and Asia. He was GE Capital's government advocacy leader through the recent important financial services debates including, but not limited to, the Dodd-Frank Financial Services Reform Act, the CARD Act, the bank tax and TARP. He has been active in lobbying efforts around systemic regulation, derivatives, the Volcker rule, prudential regulation, capital requirements, securitization, resolution authority and consumer protection. In the global arena, he has worked on various proposals involving bank taxes, accounting reforms, Basel III's capital and liquidity requirements, bank structure matters, resolution and crisis management regimes, derivatives regulation, the EU consumer credit directive, foreign ownership restrictions and rate and fee caps.

Assisted in managing the White House Office of Legislative Affairs by serving as the West Wing Deputy coordinating and executing the President's legislative advocacy strategy to the House of Representatives and the Senate as well as for integrating the White House Legislative Affairs office with the policy development offices of the White House (NSC, NEC, OPD, USTR, etc.). Served as the office’s chief operating officer in managing a staff of 15 in pursuit of the President's legislative objectives. Coordinated the advocacy activites of the various government Department and Agency Assistant Secretaries of Congressional Affairs.

Ran the OMB Legislative Affairs Office for OMB Director Mitch Daniels that advocated the President's legislative and regulatory priorities before the US Congress. Oversaw the OMB Congressional Correspondence unit, the Legislative Refereence Division, the Statement of Administration Policy (SAP) process as well as all Congressional negotiations on budget and appropriation matters. With seven direct reports and a broad team of 35, played the lead, primary role in daily pushing the Administration's budget, spending and regulatory priorities on Capitol Hill. This included three Presidential budget submissions, three annual appropriations cycles, four major tax bills, the September 11th emergency and war supplemental appropriations bill and numerous other pieces of legislation.

Served as Deputy Chief of Staff of Committee on Rules working with House leadership offices and committee staff directors on both sides of the aisle to move bills to the House Floor and conference committees and to negotiatiate compromises between committee work products to advance legislation. Continued to cover original jurisdiction policy and the Committees on Appropriations, Budget, Energy and Commerce, Financial Services and Ways and Means. Continued to also coordinate the activities of the Parliamentary Outreach Program for Members and Congressional staff.

Served on the professional majority staff of the Committee on Rules covering original jurisdiction policy and the Committees on Appropriations, Budget, Energy and Commerce, Financial Services and Ways and Means. Created the House Parliamentary Outreach Program to teach Congressional Staff and Members of Congress House and Senate committee, floor, and budget procedures.
