Supported the NAVSEA Program Office for Unmanned and Small Combatants, Training Directorate (PMS 505T) for the Fleet Introduction and Sustainment of the LCS Class ships in Mayport, FL. Interact for the LCS Program Office Deputy Principle Assistant Project Manager in dealings with senior level stakeholders from DoD, DON, other agencies and the private sector to address and resolve all LCS Program Manpower, Personnel and Training (MPT) and Human Systems Integration (HSI) issues in LCS program and other Fleet issues; Analyze crewing strategy changes that result from shifts in policy to recommend changes to the training infrastructure, crew buy plans, and crew delivery schedules; Provide advice and guidance to the management team in the development of long range MPT/HSI plans and acquisition strategies; to an integrated multi-disciplinary team of government civilians and contractors, providing overall design direction and management to ensure the development, delivery, coordination, integration and issue of policy and functional guidance for all LCS MPT/HSI programs; Project training requirements, research solutions for MPT shortfalls, recommend Courses of Actions, perform Business Case Analysis, select the optimum solution, advice budget requirements, monitor and report execution, analyze contractor performance and take corrective action when required; Design and direct the development and analysis of key performance metrics to determine trends in product delivery by both industry and government teams; Manage the development and maintenance of LCS manpower documents. Served as the Littoral Combat Ship (LCS) East Coast Training Coordinator supporting the PMS 505T Training Lead in Mayport, FL. Coordinated training for pre-commissioning and replacement crews supporting the Fleet Introduction of Freedom Class LCSs. Responsible for maintaining and updating LCS manpower documents that include Pre-commissioning Crew Sequencing Phasing Plans (CSPP), Pre-Commissioning Ship Manning Documents (PSMDs) and Navy Training System Plan (NTSP) documents. Analyzed and made sound manning and training recommendations to PMS505T, LCSRON-2 staff, PERS 41 and 403D and NAVMAC regarding current and future training changes based on current baselines and future equipment upgrades through Ship Change Documents (SCDs) and other emergent training requirements recognized by the LCS community. Managed the East coast travel budget upwards of $1 million, which allowed LCS pre-commissioning Sailors to travel and attend critical training requirements outside of homeport in order to meet time-to-train criteria contained in each of the crews’ CSPPs. Responsible for keeping LCSRON-2 and PMS 505T leadership informed of current and future training metrics through white papers, power point presentations and comprehensive excel spreadsheets that assist in making informed decisions.

Developed; organized; and conducted combat systems training and educational programs for Tactical Action Officers (TAO) assigned to Littoral Combat Ships (LCS) through conventional classroom podium teaching and support Mission Control Center (MCC) over the shoulder training to increase Fleet Warfare Readiness.
