About Eric Rangel

I’ve been with the Texas Department of Transportation (TxDOT) for over 10 years. I’m currently the SSO Program Manager for the Public Transportation Division (PTN). However, before I work for PTN, I worked for the Traffic Safety Division. And before TxDOT, I was also the office manager for my previous job while being head of the Accounting Department. I’m fully capable of performing advanced oversight of business management; policy development and interpretation; forecasting and budget analysis; legislative analysis, contract management, project controls support, resource allocation, purchasing, equipment, facilities, and district safety. And along with having wide-range knowledge and experience compiling, reviewing, analyzing, and evaluating financial data; I am self-supervising and shoulder direct responsibility and liability for the work I produce. Currently at TxDOT I perform program and project oversight activities to include complex applications, grant agreements, procurements, reimbursements, audits, and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures for PTN. At my prior job, I performed high-level, professional and administrative work, and some consultative work. Both jobs involved the establishment of goals, objectives, guidelines, procedures, schedules, priorities, and methods. My duties at my previous job required extensive contact with high-level executives and governmental agencies (i.e., TxDMV, TxDOT, TxDPS, TCEQ, and TDLR). Also, running for Austin’s City Council, served as the Co-Chair for the City of Austin’s Urban Transportation Commission, served as President for the Texas State University Alumni Association – Hispanic Chapter, and served as past President of my Neighborhood Association; have all given me the extensive experience coordinating activities with departmental managers, high-level executives, governmental/university officials, and private entities. With a background rooted in Project Management , along with me being in the process of getting my PMP certification, my ability to professionally excel in critical and strategic thinking, and excellent analytical and problem-solving skills; I know I can become a major asset.

    As Transit Safety Program Manager I ensure Federal Transit Administration SSO Program requirements are implemented in compliance with federal, state, and local requirements. I lead, manage, and direct contractor staff (10 to 15 people) from 3 contractors as we implement the SSO Program at 7 rail transit agencies throughout Texas (Dallas, Houston, Austin, El Paso, Galveston). Work requires extensive contact with federal, state and local governmental officials, special interest groups, railroad companies and other private entities.- Manage State Safety Oversight Agency located within the TxDOT Public Transportation to include oversight of 7 rail agencies in areas of accident investigation review, hazard management oversight, safety auditing, site visits, risk-based inspections, corrective action oversight, and coordination meetings and calls.- Coordinate with Program Lead to control, manage, and direct contractors in planning and implementing the SSO Program requirements.- Develop guidance, requirements, laws, policies and procedures for contractors and rail transit agencies in implementing the SSO Program requirements.- Complete initial seven federally-required training classes encompassing 125 hours and annual refresher training in 18 safety areas to comply with Public Transportation Safety Certification Training Program (49 CF 672). Taken as a whole, this training requires 300-400 hours every 3 years.- Assist with developing the TxDOT SSOA Program Standard in accordance with current and changing federal program requirements. Coordinate with FTA on approvals and certifications for new standards, including changes to federal laws, regulations, and special directives for rail and bus safety.
