As Deputy Program Manager, lead over 1,800 personnel, $610M PA-TAC IV contract and surge response to rapidly developing emergency situations that arise at any time and in any location. Functioned as a member of the PA-TAC IV contract start-up team, along with the Start-up Manager, Program Management Office, and project team. Conducted incumbent staff familiarization meetings with the startup team. Task Order Manager executing 26 active task orders simultaneously supporting Hurricanes in Louisiana and Texas to include Ike, Harvey, Laura, Delta, Ida, and the Louisiana Integration and Recovery Office, as well as other weather related disasters throughout the United States. Oversaw the deployment of over 1,800 FTEs within 24 hours. Monitored cost, schedule, performance, management, and deliverable metrics.

CONTRACT ADMINISTRATION AND MANAGEMENT:Performed all aspects of pre-award, award and post award contract administration and management duties in support of a challenging world-wide staffing requirements set forth to augment Army Sustainment Command’s mission. . Provided guidance and oversight to ensure realistic cost savings and maximum efficiency in the acquisition of services in support of the warfighter. Provided outstanding knowledge of the services acquisition process. Identified and defined regulatory, policy, procedural and administrative requirements for procurement planning in support of various acquisition programs. Warranted Contracting Officer with and unlimited dollar warrant. Led over 500 procurement professional with procurement excellence. Responsible for planning, preparation and execution of diverse and complex contracts in support of global efforts aligned to multiple Army Commands. Served as the business advisor to Army Contracting Command - Rock Island program managers supporting critical services portfolio management strategies in austere environments. Technically competent and administratively sound acquisition officer. Synchronized and coordinated the program efforts on the $21 Billion Future Combat Systems (Brigade Combat Team) program with Congress, Office of the Secretary of Defense (OSD) directorates, the Joint Staff, and other Senior Defense agencies. Developed and coordinated key milestone products leading to system development, production, test, and fielding. Provided technical guidance and oversight regarding cost, schedule, and performance to the industry’s Lead Systems Integrator (LSI) Managed the integration efforts of over 700 military, government, and industry personnel in the development and execution of the Program’s acquisition strategy and integrated program schedule.

Managed all matters relating to the development, integration, and implementation of embedded training products and services for the $21B Future Combat System (FCS) program. Led and directed the team responsible for coordinating and executing the functional analysis and decomposition of operational requirements into specification performance requirements. Led 160 personnel from various agencies and contractors from across the country that resulted in the generation of over 1400 training related functions to be allocated to major FCS Systems and platforms.Conducted the Systems Engineering Analysis for all of the embedded training requirements resulting in definitions and architectures which were both relevant and executable within the FCS Program.
