Key focus areas included: cradle to grave support for procurement/acquisition contracts, interagency agreements, memoranda of understanding, cooperative agreements and grants, GAO and agency protests, contract disputes, information technology, and IT/supply chain security.

I was a Procurement Analyst in the Office of the Procurement Executive (OPE) at the Department of the Treasury. My responsibilities included implementation of the President's Management Agenda (PMA), Federal Information Technology Acquisition Reform Act (FITARA), Category Management, and Modernizing Government Technology (MGT) Act. Across Treasury and government-wide, I supported the Department's use of innovative acquisition and emerging technology. I oversaw the development and execution of modern, efficient, and innovative practices for the acquisition of commodities and services. I provided policy advice and program analysis to the Senior Procurement Executive (SPE) and other senior leaders within the Department. I represented Treasury in government-wide strategic acquisition initiatives, serving as a Treasury lead for communications and collaborations directly with the Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP), and other high level governing organizations. I represented Treasury on the Civilian Agency Acquistion Council (CAAC), Acquisition Innovation Advocate (AIA) Council, and Category Mangement Leadership Council (CMLC). I evaluated the effectiveness and economy of the Treasury's acquisition program; driving problem resolution and other changes necessary to continually enhance the program. I analyzed internal and external trends to define potential impact on major Treasury acquisition policy and programs, taking proactive measures to prepare the Department for successful implementation of anticipated changes.

I served as the Chief for the Category Management, Strategic Sourcing, and Data Analysis Branch (CMSSDA) located within the Office of Logistics and Acquisition Operations (OLAO). My responsibilities included serving as a supervisory contracting officer, contracting officer representative, data analyst, and program manager on various government wide, HHS wide, and NIH wide contract vehicles. I developed and implemented Strategic Sourcing initiatives. I analyzed the effectiveness of current contracting mechanisms within NIH and established long range objectives and strategies for operation contracting activities.

Most of my work supported the Biomedical Advanced Research and Development Authority (BARDA).I awarded contracts and other transaction agreements (OT) supporting the advanced research and development (AR&D) of medical countermeasures (MCM) against flu, emerging infectious diseases, and chemical, biological, radiological, and nuclear (CBRN) threats.
