Supporting an agile, J2EE team re-writing and expanding HR database application for Army Research Labs. Identify business requirements, write user stories, provide detailed UI plans, data definitions, acceptance criteria. Use SQL developer to understand data model, data bottlenecks, and understand real usage. Modeling business processes with Enterprise Architect (and Visio); Using RedMine to manage scrum.

Opportunity to use the whole toolbox! I'm leading teams that manage and develop Appian (workflow), SharePoint (collaboration), OpenText (documents management), Astoria (content management). We also provide hosting of development and staging environments for applications in .NET and ColdFusion developed by other Army agencies. You name it: absorbing and communicating requirements, project scheduling, staff development and support, customer intake and outreach ... and doing everything I can to manage changes: like relocations and down-sizing; and initiate changes: like minimizing the number of teams required to migrate SharePoint sites from SP 2007 to SP 2010. I'm starting up a brownbag program to familiarize our account reps with the enterprise capabilities we support.

Proud to have managed the redesign of the Arlington National Cemetery website, delivered in September with additional features (headstone designer, content mangement) delivered in December (2011). Just finished requirements and functional design stage for the Army Suggestion Program web application. Completed SCAMPI on this project in March 2012.

Wrote successful proposal for six-month project to upgrade .NET-based application used by Clearance Appeals Board (CAB) to manage appeals cases and board review meetings and automate correspondence. Wrote project plan incorporating MS-Project Schedule, Risk Management Plan, Communications Plan, Quality Assurance Plan. Worked closely with customer, scheduled meetings and responded to requests. Met with Government PM for weekly status meetings, prepared status reports, managed project schedule, managed risk repository. Met with customer to document business requirements; prepared Visio screen mockups to elicit detailed requirements. Developed Software Requirements Document, Software Design Document, Requirements Traceability Matrix. Worked with technical lead to develop UML activity diagrams. Prepared user acceptance testing document; Led testing sessions; tracked changes and fixes. Prepared System Operations documents to respond to IA requirements. Developed CABTrak operations manual incorporating and updating existing CAB documentation. Based on project success, our two-person team was invited back as a subcontractor to Catapult beginning March 2010 to work on three overlapping six-month projects to upgrade or convert unsatisfactory applications to customer-accepted .NET applications following a full SDLC process. In addition, we worked on the configuration, testing and customer acceptance of a COTS scheduling application. Successful completion of all these tasks is expected by mid-March 2011.

Manage task order for the Applications Integration division (IRM\OPS\SIO\API) at Department of State (DoS). Task combines four teams, approximately 20 team members focused on building integration frameworks for DoS. Led team to implement hardware and software infrastructure based on Oracle SOA Suite. Led completion of logistics management integration. Use agile, SCRUM-based approach to prioritize and manage short term tasks. Develop and monitor project plans. Wrote Concept of Operations (CONOPS), System Security Plan and Contingency Plan for Enterprise Service Bus. Prepared budget submissions, and input to Department of State capital planning submission (eCPIC). Developed spreadsheet for estimating cost of ESB development based on parameters such as security, performance, number of operations. Wrote CONOPS for Data Management team.

Led mulitple projects in development, implementation and maintenance of e-training products -- courseware, assessment platform, learning management portal; as well as support of company back-office sytems. Worked closely with marketing to support public web site. Coached and mentored team in transition to managed code platform and use of configuration management. Excellent experience in hiring and developing skilled technical employees.

Led team developing and maintaining web applications and intranet sites at Department of Transportation (FMCSA).
