Transitioned IT infrastructure and operations functions from a fixed capacity model to a managed service model, using a global vendor to achieve best practices. Architected enrollment and data exchange solutions for NYS Exchange products to support individual Exchange and SHOP products. Created business case and led implementation of Exadata appliance to achieve cost savings over traditional Oracle implementation for core administrative platform and enterprise data warehouse. Retired legacy portal platform following the implementation of a custom .NET portal with DotNetNuke CMS, introducing a more nimble platform for the digital channel while reducing expense. Championed QA automation program to coincide with core administrative system migration. Automated approximately 40% of test cases to repeat regression testing during releases. Led a team of 85 developers, analysts, architects, and database administrators. Accountable for break/fix and production support, application architecture, application development, database administration and business intelligence. Responsible for entire IT budget for fiscal years 2008-2010. Kept IT operating expenses flat from 2008 to 2009 despite rapid growth from acquisitions. Increased user satisfaction by 100% between 2007 and 2008 through increased communication with business; deployed new Corporate Intranet, established quarterly IT newsletter, facilitated bi-monthly technology update meetings for Sr. Management. Headed all Sales Engineering efforts.Led the retirement of six legacy claim platforms from six acquisitions. Facilitated and wrote Meritain Health’s strategic and operating 3-year IT plan. This plan was a critical artifact used in the due diligence on the sale of a majority stake of Meritain Health in 2008. Led the development of a new product to support VEBA trusts, creating custom modules to manage trust funds utilized for out-of-pocket medical expenses. Increased PBM revenue through integration of acquired entities and additional back-office PBMs. Established Business Intelligence function in IT; created client reporting marts for standardized monthly and quarterly client reporting for all clients.

Gathered requirements for online self-service member transactions and architected Independent Health's first member portal. Acted as technical leader for implementation of Siebel CRM within Independent Health’s call centers and other servicing departments. Led team of six developers to configure front-ends, reports, and integration with legacy systems. Designed and constructed an integration strategy between Siebel and legacy systems using Web Services for real-time transactions and Informatica PowerCenter for batch data movement.

Created and maintained applications that composed a reusable EAI layer for integration with ClientLogic’s order engines. Developed DCOM and SOAP interfaces that encapsulated the data layer of a variety of back-end systems (SQL Server, Informix, Oracle databases and remote Mainframe systems). Led development of three-tier order tracking and survey entry applications using ASP/JavaScript, Visual Basic/COM, and SQL Server for use by phone agents. These applications replaced disparate copies of non-scalable and failure-prone MS Access and FoxPro databases. Initiated departmental effort in adding SOAP/XML interfaces to middleware services. Headed the use of XML Schemas to document these new APIs, allowing four unplanned integration efforts to occur with little additional development effort.

Analyzed FoxPro 2.5 applications for Year 2000 compliance; developed and implemented changes for Year 2000 for report calculations and screen/report display. Migrated legacy worker's compensation system written in FoxPro 2.5 to a Windows-based application using Visual FoxPro 6. Added several enhancements and additional reporting to the system. Designed and developed physician placement division website.
