About Eric J. Soltis, Mba

Over the years, I have taken a lot of pride in properly handling the day-to-day financial operations of an organization as a school business official. All eyes focus on the financial leaders to manage this large responsibility, and it is only through diligent effort that we build trust and credibility with our most valued stakeholders. It has been a great privilege to serve taxpayers in this capacity over the last several years! In addition, as a member of the Ohio Association of School Business Officials, I am proud and humbled to be part of such a strong network of professionals. This organization has taught me invaluable lessons, yet has also afforded me the opportunity to give back to the profession in a variety of volunteering opportunities, such as serving on committees, writing articles, giving presentations, and more. Without a doubt, I am better because of my involvement in OASBO.

Listed skills include Leadership, Strategic Planning, Customer Service, Public Speaking, and 21 others.

During my time in this role, I have taken the opportunity to assess the current practices and written procedures in an effort to evaluate and improve operational efficiency. Positive changes and greater internal controls have been made where deemed necessary. Regarding the month-end reconciliation process, I analyze all aspects and produce the monthly financial reports for the Board of Education. During annual fiscal audits, I serve as the primary liaison and work with staff to promptly address auditor questions. In addition, I provide the treasurer with relevant and timely financial information and analysis to make informed decisions. Here are a few successes worth sharing:- Earned the Auditor of State Award with Distinction for FY21 and FY22.- Restructured the district’s accounting to delete unnecessary accounts, remove confusion, define areas of responsibility, streamline financial reporting, provide coherent and current data, and identify potential errors quicker. This was all accomplished while learning an entirely new financial accounting software.- Reconciled the district’s unreconciled financials and streamlined the month-end balancing process.- Developed an entirely new set of monthly Board financial reports that offers consistent data and transparency.- Created a new, detailed General Fund Budget Document that serves as a resource of initial budget figures for FY22.- Established a common remitter (TSACG) in payroll, which reduced payroll work, potential errors, and treasurer risk. In this challenging, yet rewarding role as treasurer and chief financial officer, I learned quite a bit. While many of the job aspects had been similar, this role reflected much more responsibility and dynamics than that of the same role while at Pike-Delta-York LSD, including overseeing a much larger, $66+ million budget. While many of the job aspects had been similar, this role reflected much more responsibility and dynamics than that of the same role while at Pike-Delta-York LSD, including overseeing a much larger, $66+ million budget. Despite having to replace three treasurer's office positions twice due to unexpected turnover, the leadership and teamwork allowed us to still accomplish much in just a few short years. I was very proud to see the positive progress. Here are a few successes worth sharing:- We updated the accounting structure by deleting over 320 cash accounts and nearly 10,000 budget accounts dating back to the early 1990s. This allowed the treasurer's office to focus on the remaining key accounts that were actually being utilized.- The district received several first-time financial awards during my tenure as treasurer, including multiple Auditor of State Awards with Distinction, two separate awards from the Government Finance Officers Association regarding the district's Comprehensive Annual Financial Report (CAFR) and Popular Annual Financial Report multiple times, as well as awards from the Association of School Business Officials International regarding the district's CAFR. These awards represented the "gold standard" for transparency and solid financial record-keeping.- With a wise investment approach in place, the district's general fund interest earnings increased significantly. The earnings grew from $131k in FY16 to nearly $685k in just three short fiscal years.- We completed negotiations early with two unions, building trust and realizing positive results.- Property tax valuation complaints were filed to challenge under-valued properties. The results of this process were expected to net the district nearly $520k worth of unanticipated revenues. Show less
