Project manager for the Willamette Water Supply Program (WWSP), a $1.6 billion program that brings a redundant and resilient water supply to the communities of Hillsboro, Beaverton and the Tualatin Valley Water District. The program includes a 60MGD water treatment plant, 30 million gallons of reservoir storage, and more than 30 miles of 66-inch and 48-inch diameter pipe. I am responsible for managing design and construction of 3.3 miles of 48” water pipeline and a new facility for pressure control and chemical feed. Duties include managing a design consultant and an aggressive project schedule and budget. Project challenges include extensive construction impacts and traffic control within a major arterial road, negotiating with property owners for easement acquisition, permitting and utility coordination with multiple agencies, five trenchless crossings, and two open-cut resource crossings through fish-bearing streams. I am also responsible for managing the creation of the Operations Plan for the WWSP. This comprehensive document will inform the owner agencies how to operate the system in perpetuity. The Operations Plan includes governance, financial procedures, staffing, water quality standards and procedures, data management, preventative maintenance, asset management, operational levels of service, among other topics.

As Project Manager, I manage the contracting, design and construction of capital improvement projects for the City of Hillsboro Water Department and the Joint Water Commission. I prepare bid documents, coordinate design with consultants, and manage construction contractors. As the Owner's representative, I ensure that projects are completed according to our standards, and I am responsible for keeping elected officials and Commissioners informed about the projects, including scope, budget and schedule. Water Treatment Plant (WTP) Expansion to 85 MGD, $35M: August 2015 – present Project Manager in charge of overseeing all phases of the project to increase the conventional filtration WTP capacity from 75 million gallons per day (MGD) to 85 MGD. Project phases include Facility Planning, contracting, designing, and constructing improvements according to a prescriptive schedule and budget. Prepared Request for Proposal documents and contracts to select the design consultant and Construction Management/ General Contractor (CM/GC). Presented CM/GC alternative delivery method to the Contract Review Board to allow qualifications and experience to be considered in addition to price when selecting the contractor. Organized and conducted meetings with all stakeholders during the planning and design phases of the project to ensure that all parties involved kept project quality and schedule at the forefront of decision making. Engaged in public outreach and regulatory compliance. Engaged the WTP operators during design to ensure that the facility is constructed to be functional, safe and practical after commissioning. At least weekly coordination with the contractor, designers, inspectors and operators throughout construction to ensure that the facility is built according to the plans and specifications. Twice monthly reports to partners at staff level, monthly reporting to inform elected officials, and quarterly formal presentations to Commissioners.

Two of my most recent accomplishments include the following:• Water reticulation modeling and preparation of technical reports and conceptual design for the Australian Indigenous communities of Doomadgee, Aurukun, Hope Vale, and Mornington Island.• Designing various civil works across Gallipoli Barracks in Brisbane, Australia including extensive use of Civil3D to design water and sewerage systems, stormwater drainage, earthworks, and retaining walls.Additional projects with which I was involved in the Townsville region of Australia:Palumpa Water and Sewerage Evaluation (Northern Territory Power and Water):Project Engineer in charge of analyzing existing water and sewerage systems for the Indigenous community of Palumpa in the Northern Territory. The project included evaluating the existing bores and water supply system, investigating the existing sewerage pump stations and reticulation mains, and deriving a concept water and sewerage design for the township, which was compiled into an extensive report providing conclusions and recommendations for future infrastructure upgrades.Fairfield Waters Lake Monitoring (Fairfield Construction):Project Engineer and Senior Data Analyst involved with the preparation of a Lakes Management Plan and water quality testing regime for three saltwater lakes. Tasks included coordinating with the local laboratory, enforcing local authority requirements, receiving and processing weekly data, attending regular site visits and issuing non-conformance reports. Hughenden Landfill Leachate Collection System Design (Flinders Shire Council):Project Engineer involved in the technical design of a leachate collection system including perforated pipes, geotextile fabrics, aggregate drainage layer, collection sump, pump system and conveyance line to an evaporation pond. Analysis included consideration of local rainfall and evaporation data, predicting landfill usage and determining an economical design life.

Site inspections and weekly meeting were held on site with the client and contractor throughout construction.Costco Wholesale (MulvannyG2 Architecture):Senior Project Designer involved in design of multiple new buildings and redevelopment of existing buildings, associated site and road design, water and sewerage systems, storm water quality and quantity design, plan production, permitting, and working within varying jurisdictions. Costco Wholesale in Vancouver, Washington included the development of a 15-acre site, including a large warehouse, parking lot and fuel station. Costco Clackamas involved the expansion of an existing building, relocation of utilities, earthworks and retaining wall design, and stormwater quality upgrades. Costco Portland involved upgrading the site for ADA compliance as a result of a building expansion.
