As the GFSC’s Head of Policy, Ernest’s focus was to:> Maintain and develop an effective legislative and regulatory framework for financial services in Gibraltar which prompted sustained economic growth during that period for the sector. > Lead and manage a joint Government of Gibraltar and GFSC programme which delivered the single largest reform of Gibraltar’s financial services legislation into a consolidated Act and supporting regulations. This included liaising directly with the Ministers and other government officials to discuss and agree on policy issues while ensuring a streamlined adoption process.> Establish and manage a regulatory policy team to work on the reform programme, including internal GFSC policy team, external drafters, local lawyers and government officials. > Transposition of a number of EU Directives on financial services policy and legislative Brexit preparations. > Contribute to design and implementation of the DLT regime in Gibraltar and on extending the AML regime to DLT Providers.
