Nathan is a Partner at XReg Consulting, a group of former regulators with practical experience in formulating public policy and developing regulation for Distributed Ledger Technology (DLT) and Virtual Assets. As XReg’s Training and AML Audit Lead, Nathan draws upon his practical experience in the external audit of financial services and technology companies to assist his clients in conducting risk assessments and achieving regulatory goals, such as the undertaking of independent audits and reviews, critical analysis of policies and procedures, and preparing submissions for regulatory approval. Nathan also undertakes public policy and governmental engagements at XReg, such as assisting jurisdictions with national risk assessments for Virtual Assets (VAs) and Virtual Asset Service Providers (VASPs). During his time working at the Gibraltar Financial Services Commission’s (GFSC) specialised DLT team, Nathan took an interest in the developments of DLT regulation globally, including the FATF requirements for VAs and VASPs. Nathan also assisted in further developing the GFSC guidance notes to include and consider the more technical and emerging aspects of the DLT industry such as stablecoins and token offerings. Earlier, at PwC in Gibraltar, Nathan worked across a diverse client portfolio, specialising in financial services and the emerging e-gaming industry. He also championed the firm’s efforts as PwC entered the DLT space for the first time, including heading an industry working group which assisted the GFSC in developing the capital resource requirements for licenced DLT providers.
