Lead and developed Monitoring, Evaluation and Learning (MEL) strategy for the program aligning with the reporting needs of the Australian government and the Government of Sri Lanka; Comply with international standards for ethics, evaluation methods and results measurement and implement it upon the approval of DFAT.Developed a culture of review, reflection, learning across the program team through Professional Internal Review and Reflection Workshops for the program staff and facilitated Stakeholders Program Conference to document the learning process of the program and identifying challenges and documenting the best practices. Designed the online MIS for the program and enable different level of users (Internal/ External) to visualize the changes, outcome through the online dashboard. Creatively prepared the reporting analysis through the online MIS based on approved MEL Indicators. Designed the MEL Manual and User guide and MEL tools to collect the various qualitative and quantitative data of the projects implemented under the S4IG program to enable aggregated reporting at the program level as well as individual project reporting at project level. Worked as Manager, Monitoring & Evaluation for USAID/VEGA BIZ+ Project in Sri Lanka. The program’s main focus is on expanding livelihood opportunities that can enhance economic productivity in the North and the East, increasing incomes in former conflict areas and promoting long-term sustainability and lessening the potential for renewed conflict. Designed M&E strategies for the project, preparing progress against indicators reports quarterly and annually, Design the project MIS and facilitated the data collection/analysis mechanism in MIS and generating indicator-based reports. Provided guidance to the program team and advice to the Chief of Party in terms of M&EDeveloped M&E tools to collect data at various level (beneficiaries/companies/partner organization) to measure the progress and keep the project moving towards objective. Provided capacity building training to the business enterprises, staff is one of the key responsibilities and I have conducted over 15 capacity building training to the business enterprises and staff. Designed and managed the baseline survey of the project to assess the families in terms of income and socio-economic status. Conducted project-based surveys for business enterprises as and when they join the project and receive grants. Managed sub-grants for consultancies and three business enterprises.

Sri Lanka

My capacity as M&E Manager Developed Agri/business, Value Chain Development, Workforce Development, Livelihood development projects with the technical inputs from component leaders. Develop performance indicators and logical frameworks for all sector projects and update the project M&E plan, Work with component leaders to collect and analyze data to measure progress against indicators, provide regular updates on project progress and draft quarterly reports. Provided strategic direction to the project to meet the targets and potential project development. Managed the database of over 7000 beneficiaries from different livelihood and value chain project which includes the beneficiary profiles/ quarterly production, volume of sale and income data. And made sure the collection of data related to production, /volume of sale, productivity of enterprise- and analyze the data for reporting periodically. Played dual role in the project including managing project. Apart from my role as M&E Manager, during my tenure at USAID/CORE, I identified, developed and managed two projects in Eastern region of Sri Lanka. I worked with private sector to identify their capacity building needs and management practices to improve productivity of the company.

Managed the M&E works of three projects simultaneously. One project was Support to Tsunami Affected Population in Ampara district which was a livelihood development project funded by ADH. Other project was Socio-Tech infrastructure development project which was a community infrastructure development project constructed school buildings funded by AmeriCares. Other project was Gender and Development project which was mainly concerned about addressing gender inequity in the Ampara district. Developed the project M&E tools and system, to collect various qualitative and quantitative data to measure the performance of the indicators. Developed project strategies to implement the project. Conducted capacity building trainings for partners and staff on M&E, fund- raising, proposal development, etc… Prepared quarterly and annual reports to submit donors and various government bodies who worked as line ministries. Developed project strategy for livelihood, infrastructure projects, prepared project partnership strategy and exit strategy for all three projects. Organized knowledge management system to the project and crated a space to share organizational learning in a more systematic way- organized sector wise peer groups and developed a good organizational culture. Worked as a district representative of Communication and Media Theatre of CARE International- Sri Lanka. Produced a 15 minutes video documentary covering the process and achievement of CARE Sri Lanka’s work in Ampara district over 4 years. Published press-releases, news articles. Liaised with regional and district journalists and organized press conference and ensured positive media relationship to safe guard the organizational image while sharing the good works done by CARE Sri Lanka.
