Akte tersebut telah mendapat persetujuan dari Menteri Hukum dan Hak Asasi Manusia Republik Indonesia. Pendirian PT PPN secara umum didorong oleh adanya harapan PT PLN (Persero) atau PLN selaku Induk Perusahaan PLNE untuk mempunyai suatu Perseroan yang dapat diandalkan sebagai price setter and cost efficiency dibidang pembangunan proyek-proyek ketenagalistrikan, khususnya Transmisi & Gardu Induk. Secara khusus, pendirian PPN dimaksudkan untuk mendukung PLNE dalam rangka menyediakan Total Solution di bidang ketenagalistrikan khususnya Engineering-Procurement-Construction (EPC) pembangunan Transmisi dan Gardu Induk. Pada tahap awal, Perseroan diarahkan untuk menangani proyek-proyek pembangunan transmisi dan Gardu Induk yang terkendala dan kritis untuk segera diselesaikan. Untuk membantu dan mendorong pertumbuhan PT. PPN yang baru berdiri, PLN sebagai Induk Perusahaan PLNE dan PLNE selaku pemegang saham akan memberikan dukungan penuh, baik pasar maupun sumber daya (SDM, keuangan dan peralatan).
