Developed a ten year project portfolio for the State Transportation Improvement Program (STIP), including rewriting the STIP for Federal Fiscal Years 2022 through 2031. Recommended and implemented new investment program types for innovative project delivery methods, including project bundling and complete streets improvements. Navigated complex federal funding and permitting requirements to support the programming and preliminary scoping activities of all projects in the 10 year plan. Established a priority framework for projects not in the 10 year plan to take advantage of strategic federal discretionary grants (the applications for which were also written by my team) and new funding under the Bipartisan Infrastructure Law. Navigated complex, often challenging relationships with a variety of stakeholders across state agencies, municipalities, and members of the public. Gained a strong familiarity with and appreciation for all forms of transportation needs for Rhode Island’s communities.
