Michael Mercer, retired law enforcement and Navy veteran, is the CEO and Founder of F3Defense. He created the Chemical Agent Specialist Program for the Mesa, AZ Police Department in 1996 with Lance Heivilin, his partner at the time. Michael has worked with oleoresin capsicum also known as OC or pepper spray” for over 30 years. I invited our now patented Mobile Pepper Spray Deployment System in 2020 in response to what was happening around the country. In Portland, Maine a friend of Michael’s was on patrol during a BLM protest, got surrounded with no means to escape other than using his vehicle.  He had to remain where he was, surrounded, until backup arrived. Michael knew there was a less than lethal way to avoid this in the future. The Lancer police unit (named after his former partner Lance) lets the officer deploy OC from the safety of his or her vehicle without having to resort to lethal force.
