Leads strategic planning for expansion of public health master program into full scale School of Public Health which will include expansion of academic programs, research, partnerships, and faculty development. Initiated process for collaboration with several US Schools of Public Health. Helps conceptualize and redefine the School of Medicine’s community-based rural and urban centers. The rural center provides primary and secondary health services for marginalized aimed at improving antenatal care, malnutrition, and emergency obstetrics through the use of mhealth, telemedicine, and point of care tests remote diagnostic devices and IoTs. The urban center works closely with the Kochi municipality implementing the city’s medical camps for migrant workers, a tobacco control program, and early prevention, diagnosis, and treatment for chronic deseases. Collaborates with Amrita Center for International Programs, AmritaServe, Ammachilabs, and AmritaCREATE to integrate and align their community service outreach and public health programs to foster use of research and innovation such as wearable medical systems (AmritaSpandanam), rural healthcare e-learning platforms, and case based medical monitoring kits (AmritaJeevanam).Works with AIMS and Amrita Business School on identifying funding mechanisms, business development opportunities, and collaboration with international donors.

Senior Technical Advisor Sexual and Reproductive Health and Rights (SRHR)Liaises and coordinates with key stakeholders, including USAID, DFID, WHO, UNFPA, the Gates Foundation and other donors and USG agencies, and international and local partners to repositioning and expanding family planning as a preventive health and a socio economic effective intervention. Engages closely with governments and NGOs on the design, management and monitoring of field-programs and build capacity for health systems strengthening and integration of SRHR services. Partners with global and country leaders, donors, policy makers and health providers to enable policy, research, and programs that advance SRHR globally and are responsive to the needs of intended populations. Provides strategic technical leadership in SRHR through all company’s projects and country programs worldwide to scale up best clinical and community practices that lead to increased use of contraceptive services. Provides technical leadership in developing innovative and technically sound proposals.

Dr. Fabio Castaño worked with Management Sciences for Health (MSH) as the Global Technical Lead for Reproductive Health (GTL-RH/FP) and Family Planning and as Regional Portfolio Director (RPD) for Southern Africa and Latin America (+300 million). As GTL he led technical assistance on RH to design, implement, and monitor projects, programs, and service delivery strategies through MSH projects in more than 30 countries and as RPD he ensured efficient, streamlined, and relevant project management support to meet the needs of 10 country projects on diverse health areas (maternal health, HIV, malaria, TB, FP, youth, health system strengthening, quality improvement, universal health coverage).

Acted as ESD Deputy Director. Provides leadership in establishing both the strategic vision and technical direction of the Project and its implementation in 13 countries. Ensured high-quality, state-of-the-art technical approaches at the country level, supervises and provides guidance to technical staff. Coordinates project activities with regional and sub-regional organizations, and technical working groups in the area of RH/FP.Monitored work plan development and implementation. Supported preparation and validation of budgets.

Action Plan and Regional Program Strategist - Latin America and the Caribbean Region. Supported development of master plan for the Regional Programme 2008-2011 in 25 countries. The master plan establishes planning guidelines, milestones, a roadmap for implementation, and define interaction modalities of key actors. Provided technical assistance and conducted training for UN agencies and governmental institutions in Guatemala to strengthen project planning and evaluation.

Designed and implemented programs on women’s and youth’s rights, reproductive health, HIV/AIDS, family planning, gender equality, gender-based violence, and male involvement. Launched country programs: identified and hired project personnel, opened offices, developed standard operating procedures and designed and implemented work plans and budgets. Provided overall leadership to team overseas and in the New York office.

Provided technical assistance to country programs and governments in Africa, Asia, Latin America and the Caribbean to improve health services. Led innovations in quality improvement and health sector reform (HSR).

Provided leadership to 53-member academic and research team at School of Medicine for planning, implementation, management and evaluation of core curriculum including 23 courses.

• Provided expertise to Ministry of Health, National Planning Department, Presidency of Republic, State Health Secretariats, Social Security Institute, municipalities, and hospitals in development and implementation of health policies, decentralization, and health sector reform. • Marketed and managed over 7 projects with budgets of over $4,500,000. Projects supported decentralization and modernization of regional and local health secretariats.• Conducted 98 workshops countrywide, attended by over 10,000 individuals, including local authorities, health agents, and community leaders.• Managed and trained 15-member team. Generated funds from public and private donors.

Managed a nationwide public health program targeting 14 million underserved people in 400 PNR municipalities empowering and mobilizing communities to advocate for policy change, democracy, and accountability. Coordinated and negotiated projects, and audited resources of over $15 million with Ministry of Health, National Planning Department and Institute for Family Welfare and served as the First Lady’s appointed health advisor. Acted as representative with international agencies such as World Bank, PAHO, UNICEF, UNDP, and UNFPA.
