• Provide direction to and manage HIS/M&E department. • Lead and oversee the design and maintenance of the DHIS2 • Coordinate all M&E activities related to program performance within the HealthNet TPO to ensure timely and reliable information for planning and decision making. • Coordinate all M&E activities (regular project monitoring, and midterm and final evaluations) with HealthNet TPO partners to fill in gaps, maintain consistencies and avoid duplication of efforts. • Train M&E department staff in data collection, analysis, data management and reporting. • Lead baseline assessment and data quality assurance surveys and supervises all central and project M&E staff. • Coordinate M&E issues with MoPH M&E section, national programs, project subcontracts, subrecipients and external agencies such as CSOs, WHO, UN agencies and others on sharing information and coordinating activities. • Advice and keeping update various HealthNet TPO programs and sections on matters related to standards of M&E of the health systems within which they function. • Maintain and oversee the management and operational structures, processes and procedures, for all data management and information use structures within the HealthNet TPO. • Ensure development of indicators and tools for measurement of quality standards and identify sources for measurement of these indicators. • Communicating results and findings, based on evidences, to the MoPH, donors, national programs, PPHOs, subcontracts, sub-recipients and HealthNet TPO leadership and senior management. • Plan and organize training and regular information sharing and use workshops inviting HealthNet TPO all stockholders. • Provide technical support to all M&E department staff and current programs to ensure standardized and quality.• Take part in overall project design framework, analysis, assessments, strategies and reflective practices. • Closely work with the Program Director, program managers and M&E department staff.

- Coordination with UNICEF, SPs and other stakeholders including AFIAT Project. - Initial analysis of SPs strengths and weaknesses through desk review (TPM Data and reports, SPs progress reports) and attending review meetings and discussions with UNICEF/WHO. - Submit inception report to UNICEF. - Join in the recruitment process of MA officers. - Conduct training and orientation for MA officers. - Prepare data packs on quarterly bases – using data from TPM and other sources – identify gaps. - Conduct toot causes analysis (RCA) for the identified gaps together with each SP individually. - Participate in the review meeting of SPs. - Contribute to quarterly performance review reports. - Develop tracking and monitoring system for PIP implementation. - Provide reports on SP performance and share with SPs. - Formulating/updating capacity building plan. - Documenting lessons learned, innovation and best approach. - Developing self-assessment checklist for use by SPs. - Weekly meeting with UNICEF. - Review meeting with UNICEF. - Draft report for summarize progress, challenges, best practices and recommendation for SPs overall. - Provide all raw data related to the project to UNICEF and plan disposal of that with UNICEF. - Submit final report in which comments are addressed.

- Arrange and train 34 provinces Officers for the data collection. - Write field manual guide for provincial officers. - Collects the data from Hospital indicators and overall performance of the EPHS facility at provincial level. - Collects the data on functionality verification (availability and readiness) of the EPHS health facility treatment and surveillance centers, including laboratory services. - Review all collected data on a daily basis (on the spot) to identify mistakes or missing information and go back to the facilities for correction/clarification as needed to ensure the high quality of the data collected. - Functions as focal person for third-party monitoring of HMIS under the MOPH Health System Preparedness in the 18 targeted provinces. - Coordinate with local health officials and local communities to ensure successful data collection. - Assists the technical manager in developing a security plan to help ensure the safety and security of the field staff. - Updates field monitor/technical manager on the status of the fieldwork and all field-related problems on a regular basis. - Submits all completed data collection forms to the office after the final check. - Ensures the submission of electronically collected data to the server, by regularly connecting to GPS. - Collects and submits all required supporting documents as evidence of data collection (signed forms, GPS points, pictures, etc.) - Keeps the forms and instruments safe and strictly maintains the confidentiality of data. - Carries out other data collection activities as assigned by the technical manager.

Monitoring & Evaluation Specialist• Provide technical support for the Foundation’s monitoring, evaluation and learning efforts, primarily to program staff.• Contribute to performance evaluations of Foundation projects, including designing evaluation methodologies, sampling strategies and data collection tools, collecting and analyzing data.• Support documentation of learning and adaptation initiatives for program teams.• Provide guidance and assistance [including report writing] in data collection and data analysis on assessments and evaluations conducted by M&E and program team.• Assist program team in review [including of reports] of grant-level metrics and data collection for associated output, outcome, and impact (as appropriate) level results.• Work with the M&E manager to support grantees and grant specialists, including providing webinar training, develop guiding materials and resources, regular consultation and real time support for their MEL needs to develop institutional MEL capacity.• Advise and assist grantees with the monitoring, evaluation and learning processes, activities and products during the start-up and implementation phases of projects including developing MEL plans, indicator matrices, evaluation and learning approaches.• Travel internationally either conducting data collection, field research or conducting trainings.• Support Foundation’s data quality efforts through conducting data quality spot checks.• Work with other members of the team to complete projects, achieve organizational goals and advance Foundation’s Learning agenda and related efforts.
