Responsible for the acquisition of various Professional and Contractual Services by competitive sealed bids, request for proposals or by competitive negotiations. These processes require a competitive selection based on either the lowest responsive bid (Invitation to Bid - ITB) or the most advantageous responsive proposal/price (Request for Proposals – RFP).

Responsible for the acquisition of all raw materials, labor services, capital equipment, other materials and services directly or indirectly relating to the production of engineered products.materials and components utilized in the production of precast concrete structures, such as: parking garages, office buildings, sports stadiums, schools and various other types of buildings. Established and monitor inventory control for both the Steel Fabrication and Tool Shop.

Managed the acquisition process of all contractual agreements that combines the design, construction and in certain cases, the construction engineering and inspection and acceptance requirements for a project into a single contract. These projects allow the contractor to participate in the design in an effort to reduce costs and expedite construction. Developed Request for Proposals, prepared Addendums, served as chairperson for all meetings (Pre-Proposal, Alternative Technical Concepts, Oral Interviews, and Bid Openings), and finalized award/execution of all Agreements. Once bids were received, met with the Selection Committee and presented the recommendation for the Intent to Award. Prepared the required contractual documents for the award and execution of Agreement.

Responsible for the acquisition of Professional Services, which include: engineering; surveying and mapping; architecture; landscape architecture; planning; and right of way acquisition and management. Involves a prequalification process, advertisement, and competitive selection of professional services consultants based on qualifications, followed by negotiations to establish a fair, competitive and reasonable fee for the desired services. Supervised and trained two Purchasing Agents and one Contract Invoice Specialist.

Oversee the procurement of construction services such as roadway and bridge construction, as well as, maintenance services of roadways, structures, and rest areas. Responsibilities’ included the preparation of Invitation to Bid Packages, Addendums, and review of Bid Proposals. Presented findings to the Technical Review Committee Members, and met with the Final Selection Committee for the determination of the Intent to Award. This also included the acquisition of all Fixed-Capital Outlay Agreements within the District. Supervised and trained two Purchasing Agents and one Administrative Assistant.

These processes require a competitive selection based on either the lowest responsive bid (Invitation to Bid - ITB) or the most advantageous responsive proposal/price (Request for Proposals - RFP), or a "best value" determination (Invitation to Negotiate - ITN). Some of the types of contracts acquired, but not limited to: Fleet Management Parts; Janitorial, Ground Maintenance, Environmental Contamination Assessment, etc.). Created and implemented the training of the District’s Local Purchasing Training Plan. To ensure that all policies, rules, and procedures requirements were met, performed Quality Assurance Reviews of the decentralized purchases of goods and/or services. Supervised two Purchasing Agents and one Administrative Assistant.
