About Fernando Serrano

As a Fulbright Scholar and a John F. Kennedy Fellow, I am pursuing a Master in Public Policy at Harvard Kennedy School, where I focus on energy, foreign affairs, and industrial policy. I am interested in topics such as electric vehicles, critical minerals, semiconductors, infrastructure, and supply chains, and how they affect the economic and political relations between countries. I also cross-registered at MIT Sloan School of Management to deepen my knowledge of business and managerial economics.Before joining Harvard, I worked as a liaison with the Mexican House of Representatives at the Mexican Foreign Ministry, where I reviewed, commented, and contributed to proposals and bills related to trade, international cooperation, water resources, energy production, and foreign investment. I participated in complex and high-level dialogues, such as the ratification process of the European Union-Mexico Global Agreement, a free trade agreement encompassing economic and political clauses. I also engaged with public and private stakeholders to map the economic and political landscape of the relationship between Mexico and the United States, especially in the face of the 2024 elections.
