About Fleur Ramsay

Alofipo So'oalo Fleur Ramsay is a Samoan human and indigenous rights lawyer working at the intersection of climate and environmental law/justice and 'custom' (indigenous law) in the Pacific region and at an international level. Fleur works with Blue Ocean Law, which is an international law firm based in Guam, specializing in human and indigenous rights, self-determination, and environmental justice.Fleur was named one of the best Australian lawyers working in climate change law in 2022 and 2023. Fleur takes an innovative and decolonial approach to her legal practice ensuring that customary governance and customary law is treated as a form of environmental law and is responsive to the structural drivers of ecological destruction. Fleur has a BA and LLB from Macquarie University and a LLM from the University of Glasgow. She has a certificate in Te Tiriti o Waitangi/Treaty of Waitangi Law from the University of Auckland.Prior to joining Blue Ocean Law in August 2023, Fleur was the Head of Litigation and Climate Lead in the Pasifika Program at the Environmental Defenders Office (EDO). She was with EDO from Feb 2019 to July 2023. Fleur spearheaded the creation of a Pasifika led Pasifika Program and was also the Chair of the First Nations and Indigenous Peoples Working Group at EDO in 2020-2022 where she managed two First Nations consultancies leading to the creation of a First Nations' led First Nations Program. She innovated the Pasifika Program through the creation of a customary law program, which aimed to work with communities using their own law to defend their territories from extractive processes. She has supported environmental lawyers in Fiji, PNG, Solomon Islands, Vanuatu and has advised Tuvalu.Fleur is regularly invited to speak on panels and for keynote speeches. Fleur was a visiting international attorney for a year (2016-2017) in the International Group at US based Earthjustice, a Barrister practicing on the prestigious Tenth Floor Chambers in Sydney from 2010 to 2016 and a solicitor in the Environmental Group at Allens/Linklaters from 2005-2009. She was an associate to a judge at the Federal Court of Australia. Fleur is a PhD candidate at UNSW and taught at UNSW and Sydney University Law Schools. Fleur is appointed to a Design and Advisory Group by the NZ Government to design a redress scheme for state and faith based abuse. Awarded a Churchill Fellowship to develop a best practice Indigenous environmental law organisation, she will travel to Aotearoa, Mexico, USA, Canada, Guam, Cook Islands, Hawaii.
