Fran assists the Executive Director, Office of Research Services in implementing strategies to support sponsored programs research within the University community while maintaining a customer service orientation. She is responsible for the review, processing, and submission of proposals to external sponsors; negotiations, formal acceptance and execution of awards, and project account set-up through management of the Pre-Award Staff. Other duties include:• Interpretation of sponsor guidelines and monitoring proposal and award compliance with Uniform Guidance and Federal, State, and agency regulations.• Conducts workshops, seminars, and other training related to research administration and proposal development to faculty, research staff, post docs and graduate students both within and outside the University.• Monitor budget development, cost share commitments, award terms and conditions, and subrecipient relationships.

Responsible for working with faculty, staff, and graduate students in developing, preparing, editing, budgeting and processing proposals in all disciplines in an attempt to procure outside funding for University research, training, and creative activities.-Obtains and interprets sponsor guidelines, submission instructions, and University policies and procedures.-Provides information to faculty, staff, co-workers, and students through workshops, seminar presentations, and consultative services as needed.-Prepares and assists in preparation of proposal budgets with abilit to develop detailed multi-year budgets in accordance with agency guidelines and University fiscal policies.- Completes corresponding government forms, certifications and assurances for proposals submitted. Ensures required University authorizations for cost-sharing and approval for human subjets, DNA, radioactive and toxic substances, and animal use have been obtained.
