The role of Independent Safeguarding Chair and Scrutineer within Mencap UK is directly answerable to the Executive and Board of Trustees. This accountability ensures that safeguarding is given the utmost attention and oversight at the highest level of the organisation.In addition to the advisory and expert functions, this is a national role within Mencap UK and is a member of the National Independent Safeguarding Chair Group. This group comprises safeguarding experts from various organisations and sectors, providing a platform for collaboration, sharing best practices, and staying updated on the latest developments in safeguarding standards at a national level. As a member of this group, the Independent Safeguarding Scrutineer contributes to shaping and influencing safeguarding policies and practices. Furthermore, the role oversees safeguarding practices not only at the organisational level but also across multiple locations or regions where Mencap operates. This entails working closely with regional representatives, sharing best practices, and harmonizing safeguarding approaches to ensure consistency and effectiveness throughout the organisation.The Scrutineer, plays a vital role in independently assessing safeguarding processes and presenting their findings directly to the Executive Director and Trustee with Safeguarding Portfolio and Accountability.

Chair , contributing author, reviewer and panel member to various Adult Practice and Domestic Homicide and Ward /Clinical Departments Based Reviews. Implement the learning from the recommendations across multiagency regionally and nationally. Develop a comprehensive Improvement Action Plans mapped with any Quality Improvement Plans from the service or ward monitored internally and shared with partner agencies. Lead, advise and guide complex cases providing staff with appropriate legal advice during the preparation of reports for court, court of protection cases, disciplinary and/or criminal investigation. Nurturing staff for learning and changing culture, a blended approach and different methodologies developed to support staff and their managers in particular during COVID 19 pandemic.

Senior Nurse Manager for both Acute and Locality Nursing Teams and Specialist Services. Implemented Organisational Change, Service Improvement, Supported the Heads of Nursing in acute hospitals in relation to undertaking investigations for complex, sensitive and contentious cases, this included presenting at NMC panels. Regularly undertook Serious Incident Reviews providing high level reports and chaired them in the absence of the Clinical Director. Welsh Government Forms were completed as appropriate. Attended Coroners Court and deal with Media coverage and public forums with Chief Executive and Executive Directors. Development of Governance Structure, Staff Well Being and Partnership working with multi agency across third, independent and public sector agencies.Liaising and meeting with Assembly Ministers, Members of Parliament and the Health Minister was also part of the role in addition to welcoming and responding to Community Health Council reports following their visits.

Worked with GP locality leads and Matrons in facilitating, coordinating and managing the development of Localities Coordinated and undertook a complex sensitive large scale Service Review for the Chief of Staff and Associate Chief of Staff Primary Community Specialist Medicine Clinical Programme Group. Concurrently during the onset of new Health Board developed a single Individual Patient Commissioning Team integrating all previous six LHBs centrally with one single database, managing and supporting staff accordingly throughout the change. Key group member with colleagues across Wales presenting, writing and developing an All-Wales policy, Developed operational plans for the localities, for both local and strategic key deliverables that are outcome focused for nursing services, primary care (GPs & Pharmacists) community hospitals, Social Services, Local Authority, Third Sector, Welsh Ambulance and Community Health Councils. Provided progress report for the Chief Executive, Welsh Government on the Key Deliverables and High Impact Changes, these were all related to the work undertaken and proposed within the operational plans to ensure shift from secondary care into primary and community care e.g. pulmonary rehabilitation service (pilot); falls service; reducing the waiting list for social care assessments to minimise delayed discharges and ensuring a Social Worker was allocated to each GP practice linking towards achieving gold standard multidisciplinary team meetings.
