Serve as Information Assurance Manager, Senior Advisor, and Technical Subject Matter Expert as a direct report to the President, Board Of Inspection And Survey (PRESINSURV)

Serve as the principle advisor to The President on all Information Technology (IT)related matters including networking and client hardware, software, and peripherals. Primary conduit between PREINSURV and the Navy and Marine Corps Intranet (NMCI)exercising independent cognizant authority and responsibility for all information architecture and infrastructure including network and information security. Develop all PRESINSURV IT requirements both within NMCI contractual guidelines and independent of NMCI infrastructure to ensure that all PRESINSURV IT needs are addressed. Provide liaison with OPNAV, SYSCOMs, SUPSHIPs, Fleets, TYCOMs, Navy Computer and Telecommunications Area Master Stations, and other commands/entities as required on present and future requirements.Responsible for INSURV information technology budget development and execution. Responsible for command IT security IAW SECNAVINST 5239. Develop and provide IT expertise in writing specifications for all required IT services from sources outside INSURV, i. e. other government activities or contractors. Create contract and procurement specifications, statements of work, analyzes bids, and evaluates contractor performance. Functions as the command Contracting Officer's Representative (COR) for IT related acquisitions; overseeing performance of Contractor personnel working onsite or providing IT-related services or training on behalf of the command.

Installed, managed, and operated 200 node, 20 server Windows NT 4.0 LAN/WAN with locations; This network infrastructure employed multimode fiber optic cable plants at both sites with Cisco 3640 and 4000 routers on the edge and Catalyst 5509 switches at the core. Network management responsibilities included identifying and correcting IT information security vulnerabilities, server/desktop hardware and software configuration, video teleconferencing administration (VTC), Web design/development and remote access service (RAS) administration and maintenance. Additional responsibilities included maintaining configuration control of all systems hardware and software.

Onsite Contract Manager responsible for the day-to-day operations of a $250k yearly contract. Managed work schedules and assignments for a staff of computer professionals that consisted of 2 Microcomputer Specialists and 2 LAN Technicians. Reported directly to the CIO to provide timely recommendations and solutions to any and all problems relative to Information Technology operations in the Norfolk District, U.S Army Corps of Engineers. Served as the contracting officers representative to the U.S. Army Corps of Engineers for all contractual matters relative to employee contract performance/relations. As the onsite Senior Network Engineer, I was the technical point of contact responsible for the implementation and integration of new and existing microprocessor-based computer systems into the network. Provided analysis of the entire network infrastructure, which included all routers, bridges, hubs, and the CAT-5 UTP cable plants throughout the entire WAN. Personally procured, tested, and deployed each MS Windows NT server introduced into this environment. Served as the Network Manager / Administrator of this 20 server, 600 user Windows NT 4.0/ MS Exchange 4.0 email network. This network was directly linked to a WAN of over 1150 servers and 148,000users worldwide. Key technical member of the Windows NT Domain design and implementation team for the North Atlantic Division's WAN environment. This environment encompassed 5 Districts with over 30,000 employees.
