Serve as the principle advisor to The President on all Information Technology (IT)related matters including networking and client hardware, software, and peripherals. Primary conduit between PREINSURV and the Navy and Marine Corps Intranet (NMCI)exercising independent cognizant authority and responsibility for all information architecture and infrastructure including network and information security. Develop all PRESINSURV IT requirements both within NMCI contractual guidelines and independent of NMCI infrastructure to ensure that all PRESINSURV IT needs are addressed. Provide liaison with OPNAV, SYSCOMs, SUPSHIPs, Fleets, TYCOMs, Navy Computer and Telecommunications Area Master Stations, and other commands/entities as required on present and future requirements.Responsible for INSURV information technology budget development and execution. Responsible for command IT security IAW SECNAVINST 5239. Develop and provide IT expertise in writing specifications for all required IT services from sources outside INSURV, i. e. other government activities or contractors. Create contract and procurement specifications, statements of work, analyzes bids, and evaluates contractor performance. Functions as the command Contracting Officer's Representative (COR) for IT related acquisitions; overseeing performance of Contractor personnel working onsite or providing IT-related services or training on behalf of the command.

Served as the Network Manager / Administrator of this 20 server, 600 user Windows NT 4.0/ MS Exchange 4.0 email network. This network was directly linked to a WAN of over 1150 servers and 148,000users worldwide. Key technical member of the Windows NT Domain design and implementation team for the North Atlantic Division's WAN environment. This environment encompassed 5 Districts with over 30,000 employees. Served as the IT advisor to senior management to recommend timely solutions for hardware and software requirements to carry out the day-to-day operations of the Norfolk District
