Frank Fonseca is the Survey Task Lead for the Progress in International Reading Literacy Study (PIRLS). He provides technical support and solutions for clients at the National Center for Education Statistics (NCES) at various stages of the assessment cycle, including assessment item reviews, technical reviews, data analysis, data dissemination, report development, and at national research coordinator international meetings. Frank also supports his team and clients on other international studies, such as TIMSS, PISA, and TALIS. He is a logistics and technical support expert for the highly attended and growing Research on International Studies in Education (RISE) Webinar Series, organized by AIR. Frank is a technical expert in data file development with more than eight years of data file review experience. Lastly, he is an author and co-author of multiple research reports and conference presentations, including the Springer e-book on Socioeconomic Inequality and Educational Outcomes with 185,000 downloads as of 01/12/24.Frank holds a Master’s degree in Industrial/Organizational Psychology and a graduate certificate in Instructional Systems Development from the University of Maryland, Baltimore County. For his Capstone project, he collaborated with AIR’s Learning and Development to assess the technical skill needs of Level 4 and 5 staff in Professional Services.
