Managed teams of in-house and consulting design professionals to develop, plan, and design large data centers and other mission-critical facilities for government and private sector clients. Worked with clients to formulate needs and goals, and then oversaw the development of the design while maintaining schedules and budgets. This was often followed up with Construction Administration duties including commissioning and startup. Met regularly with sales development personnel to assist in proposal development. Spearheaded process development within the organization as it rapidly grew from a handful of personnel to a fairly robust engineering and IT design organization.

Technical responsibility and project oversight of development and construction of a large-scale computer center including data cabling, security, HVAC, power generation and distribution, building structure, and site development. Included design review, production coordination, QA, and liaison between client, engineering, contractors, et al.

Managed all mechanical engineering aspects needed for development, sales, design, procurement, and construction of reciprocating engine electrical and cogeneration power plants. Included oversight of in house staff and consultants. Member of four person team that had full authority for the overall implementation and success of each project. Direct and frequent contact with clients and corporate personnel in both the US and Europe. Provided project management, design, contract management, and client liaison services in Europe and the US.

Managed team of technical professionals in a project planning, development, and management organization. Supervised and helped develop a new program that provided a contracted, in-house organization to supply facilities services. Developed outsourcing initiatives for a large energy management contract and had a significant role in privatization planning of facilities and infrastructure at the Post. Successfully lead efforts in strategic planning, design, cost/benefit studies, proposal development, contract negotiation and implementation, and technical writing.

Originally hired as engineering manager for the group managing the dismantlement and shipping of nuclear refueling facilities to Pearl Harbor Naval Shipyard. I was shortly thereafter asked to replace the group’s superintendent and successfully ran the 18 month $14M project which consisted of approximately 70 technical and trades management professionals. Engineering services snd trades personnel were managed by senior managers under my organization’s supervision. Technically demanding, this project was made more difficult due to the constant loss of qualified personnel and morale problems due to the impending layoffs and closure of this major employer in the Charleston area. Though I was by far the youngest of the seven superintendants, my group performed at or near the top by all metrics.

Supervisor of organization of 6 senior engineers and 2 technicians during transition from a design group to a construction oversight and system testing organization for new submarine nuclear systems that I and this team had designed. Managed daily operations, including budget, training, and personnel issues, and implemented new high performance management practices where I saw fit.Engineer on a team that conceptualized, developed, and designed reactor systems for new class of nuclear submarine. Developed functional parameters and design goals for a new concept in nuclear submarine prototype for the US Navy. This in-house design group then carried the mission through successful construction of two vessels.
