-Senior Advisor to the Officer in Charge responsible for the health of 2,181 beneficiaries, 719 operational forces service members, and 7,628 civilian personnel. Directly supported Portsmouth Naval Shipyard (PNSY) with 18 commands, 5 nuclear submarines, 3 Coast Guard Cutters, Bath Shipyard, Pease Air National Guard Base, and numerous Navy Operational Support Centers and multi-service recruiting stations throughout the northern New England region.-Directly nvested in the professional development of 118 active duty, government service (GS) and civilian contracted staff operating across four directorates, 12 departments and 41 divisions. Efforts led to a 13% increase in Senior Leadership scores for "Trust" and multiple positive comments by name/title on consecutive Defense Organizational Climate Surveys.-Senior member of the Navy Medicine Readiness and Training Command New England (NMRTC NE) Executive Steering Committee (ESC). Contributed to the strategic planning and execution of the NMRTC NE mission responsible for the health and welfare of 957 active duty and civilian staff across four geographically separated medical treatment facilities and the provision of health care for 25,208 enrollees and operational forces, ensuring the continuity of operations. Performed monthly ESC and weekly Leadership Rounds reinforcing the command’s strategic goals of Readiness, Health and Partnerships as well as guiding alignment to Highly Reliable Organization, The Joint Commission and National Safety Goals standards.-Invested leadership resulted in a highly successful BUMED Radiation Health audit achieving the highest possible score of satisfactory performance and a NAVSEA 08 inspection with passing score and improved number from prior reviews. Oversight of Public Health Department resulted in receiving the Chief of Naval Operations award for achievement in safety ashore (Large Industrial category) for significant contributions towards Navy Safety and Occupational Health.

-Liaised with Defense Health Agency Health (DHA) Facilities Planning and Project Officer in the oversight of a $31 million dollar DHA clinic military construction (MILCON) project onboard Portsmouth Naval Shipyard (PNSY). Due to nearly ten-year-old schematics, significant work was needed to adapt the plans to the current and projected mission of NMRTU Portsmouth. Worked diligently with internal stakeholders to maximize efficiency in future operations while ensuring the constant flow of communications to DHA, the project outfitter and PSNY Navy Facilities department throughout the project. Efforts were instrumental to guiding the scope and delivery of project objectives.-Led a Lean Six Sigma (LSS) project targeted at increasing the percentage of tobacco using direct-care enrollees ages 18 and older (or pregnant at any age) that received initial tobacco cessation counseling during the measurement year. This LSS project supported the Better Health Quadruple Aim Category and Quality Military Health System Review Focus. Execution of this project was severely delayed due to priority shifting to COVID-19 mitigation efforts. However, once manning, time and resources became available, he re-focused his team’s efforts to increasing completed initial tobacco cessation counseling from 1.6% to 67% within a six-week period. His leadership of this project established an ongoing process of identifying tobacco users prior to the next day’s Medical Homeport appointments to ensure support staff conducted the counseling during the appointment, documented the counseling via the patient's Electronic Medical Record for final signature by the provider and referred patients interested in quitting to the Health Promotions provider for follow-up counseling and treatment.

Command Information Security Manager for Naval Branch Health Clinic Portsmouth, New Hampshire. Reviewed personnel security clearances as needed to appropriate access to sensitive or classified information. Personally, reviewed and approved 54 System Authorization Access Request (SAAR) for access to various Navy information systems. Tracked and ensured the submission of one Acknowledgement of Receipt for Supplemental Information Request after giving a service member notification of the Consolidated Adjudication Facility’s request for information. Witnessed the signature 12 Security Termination Statements for staff members retiring or transferring and one Command Security Brief Acknowledgement for submission, processing and filing.

-Provided direct support to two Executive Directors in a variety of areas related to clinical support services operation, human resource management, business process coordination, data collection, analysis, and reporting to include the development of comprehensive reports and presentations.-Trusted and key member of Organization’s Executive Leadership board. Sought out to provide weekly guidance on leadership, policy, manning, business plans and training to Commanding Officer. -Led 27 senior and mid-level managers on all matters pertaining to administration, policy, training and manning for 238 military, Government Service and contract employees within the two largest directorates within the organization across four geographically separated clinics on the island Oahu. Efforts ensured the delivery of top-quality healthcare for 27,039 military and 17,553 beneficiaries. -Supported professional and executive staff, participated in budgeting, work force streamlining, and strategic planning with emphasis on staffing within their departments. -Contributed to key areas of program development, management of financial resources, procurement, property management, space management, reports, records management, personnel management, and emergency planning.-As a Highly Reliable Organization (HRO) champion, promoted patient safety across two directorates by raising awareness, identifying strengths, areas for safety culture improvement, examining trends, and fostering a safe patient environment. Efforts resulted in receiving process improvement awards from Regional Quality Council board.-Analyzed patient safety findings and followed up on actions through referral to appropriate staff members/teams for corrective action. Health Services patient safety practices were identified as “best practices” during January 2019 "The Joint Commission" site visit and resulted in “best triennial report” within Naval Medical Forces Pacific.

Activity Manning Manager for Naval Health Clinic Hawaii. -Streamlined processes that led to the effective placement and manpower distribution of more than 400 Sailors across 276 authorized billets. His detailed understanding of the manning process and expert advice contributed to the reconstruction of the enlisted billet structure for the command in preparation of the Defense Health Agency transformation.- Led the largest of five Navy Budget Submitting Office (BSO) 18 command Performance Evaluation Tool (PET) Phase III proof-of-concept tests with 300 participants. The only BSO 18 command to achieve 100% participant completion. His expert management of 5 directorate PET Coordinators ensured the delivery of valuable feedback to Navy Personnel Command in the improvement of performance evaluation process through the use of the multi-source assessment and feedback (MSAF) tool for individual and unit performance.
