    -Liaised with Defense Health Agency Health (DHA) Facilities Planning and Project Officer in the oversight of a $31 million dollar DHA clinic military construction (MILCON) project onboard Portsmouth Naval Shipyard (PNSY). Due to nearly ten-year-old schematics, significant work was needed to adapt the plans to the current and projected mission of NMRTU Portsmouth. Worked diligently with internal stakeholders to maximize efficiency in future operations while ensuring the constant flow of communications to DHA, the project outfitter and PSNY Navy Facilities department throughout the project. Efforts were instrumental to guiding the scope and delivery of project objectives.-Led a Lean Six Sigma (LSS) project targeted at increasing the percentage of tobacco using direct-care enrollees ages 18 and older (or pregnant at any age) that received initial tobacco cessation counseling during the measurement year. This LSS project supported the Better Health Quadruple Aim Category and Quality Military Health System Review Focus. Execution of this project was severely delayed due to priority shifting to COVID-19 mitigation efforts. However, once manning, time and resources became available, he re-focused his team’s efforts to increasing completed initial tobacco cessation counseling from 1.6% to 67% within a six-week period. His leadership of this project established an ongoing process of identifying tobacco users prior to the next day’s Medical Homeport appointments to ensure support staff conducted the counseling during the appointment, documented the counseling via the patient's Electronic Medical Record for final signature by the provider and referred patients interested in quitting to the Health Promotions provider for follow-up counseling and treatment.
