Department head with responsibility for policy development, program planning, budget management, administration, and operational direction of the Community Development Department, which includes the city’s planning, building and safety, and code enforcement/graffiti abatement functions. I am responsible for accomplishing current and long range strategic planning and economic development objectives and goals within the guidelines established by the City Council and the City Manager.

Manage department operations that included planning, building and safety, code enforcement/graffiti abatement personnel. Reviewed and processed applications for residential, commercial and industrial development projects. Serve as project manager for complex planning projects including analyzing and evaluating architectural plans. Recommend and prepared needed changes in zoning regulations and related policies and procedures. Reviewed construction plans for zoning conditions and initiate corrective enforcement action as necessary. Coordinate project plans with other project leaders, city departments, community groups, and other organizations and agencies. Draft amendments to City ordinances designed to facilitate community development objectives.

Managed complex current and long range planning projects and programs involving housing, historic preservation, and downtown redevelopment activities. Supervised planning staff and work closely with code enforcement and building supervisors in the implementation of the department’s work program. Prepared general plan updates, zone code amendments, specific plans, and environmental assessments documents pursuant to the California Environmental Quality Act.

Given greater responsibility as the lead planner in the processing of land use and development entitlements including plan review, collecting and analyzing project-relevant data, and preparing and presenting staff reports to the City Council and Commissions. Coordinated and facilitated stakeholder meetings related to projects. Drafted resolutions, environmental assessments, and conditions of approval for discretionary projects that were presented to the Council, the Planning Commission, and/or the Historical Commission. Prepared and processed general plan and zone code amendments. Provided the public with information related to property zoning requirements, city ordinances, and state and federal statutes with local implications.
