Goal: To increase my experience in managing the development and transition of advanced operational techniques used in the federal response to nuclear incidents.• Supported the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Office of Nuclear Incident Response (NA-84) in its mission to maintain and enhance the capabilities of the federal government to respond to a nuclear incident.• Provided technical advice and program management to the Capability Assurance (formerly Technology Integration) Program in developing and operationalizing tools and techniques used by the various nuclear incident response missions.• Managed the transition, development, and implementation of a multi-million dollar initiative aimed to maintain, improve, and expand the capabilities of fielded federal teams in responding to the threat posed by a nuclear device.

Goal: To further improve my program management skills and advance my knowledge of technical nuclear forensics through support of the Department of Homeland Security’s National Technical Nuclear Forensics Center in its mission to ensure a ready, robust, and enduring nuclear forensics capability, advance capabilities to conduct forensics on nuclear and other radioactive materials, and grow and sustain the uniquely qualified technical expertise required to execute the nation’s nuclear forensics mission through the National Nuclear Forensics Expertise Development Program.• Supported the Department of Homeland Security Domestic Nuclear Detection Office’s (DNDO) National Technical Nuclear Forensics Center (NTNFC) as a Scientific Engineering & Technical Assistance (SETA) contractor.• Provided program management support for NTNFC’s Technology Advancement Program, including regular communication and coordination with DOE National Laboratories’ research staff. This Program develops advanced scientific methods to improve USG capabilities in pre-detonation technical nuclear forensics (TNF).• Provided pre- and post-detonation subject matter expertise for NTNFC’s Expertise Development Program in developing next-generation and early-career nuclear forensics scientists.• Organized and prepared documentation for meetings and participated in several interagency TNF working groups as a technical expert on behalf of NTNFC, alongside DHS, DOD, DOE-IN, DOE NNSA, FBI, and NIST partners.• Evaluated TNF project proposals and deliverable reports for early- through advanced-stage technology development.

Postdoctoral fellow employed by Penn State University College of Information Sciences and Technology (IST) and contracted to work at the Defense Threat Reduction Agency (DTRA) in Fort Belvoir, VA.Goal: To develop my program management skills and technical proficiencies through support of the Defense Threat Reduction Agency (DTRA) in addressing critical scientific, technology and engineering needs for reducing the threat from Weapons of Mass Destruction (WMD). Responsible for basic and applied science projects and initiatives for planning, coordinating, and evaluating research proposals and projects which address challenges in countering WMD.• Contractor with the Defense Threat Reduction Agency (DTRA), the Department of Defense’s official Combat Support Agency for countering weapons of mass destruction (CWMD).• Assisted program managers and department staff of DTRA’s Basic Research Department in managing Basic Research grant portfolio, with particular emphasis to projects advancing radiological and nuclear detection and technical nuclear forensics capabilities.• Engaged in interagency meetings for coordinating CWMD mission, in particular for detection capabilities.• Participated in meetings and programs aimed at advancing CWMD capabilities through cross-disciplinary collaborations.

Goal: To build my competency in nuclear engineering and applied physics laboratory techniques and scientific practices as they apply towards research for national defense and semiconductor manufacturing applications.• Conducted research to study laser-produced plasma sources from Nd:YAG and CO2 nanosecond lasers and a Ti:Sapphire femtosecond laser system using an assortment of plasma diagnostics for atomic, ionic, and photonic emission under both ambient pressure and high vacuum environments.• Designed and developed grazing-incidence spectrograph for study of 5-20 nm extreme ultraviolet photon emission from plasma sources.• Spent one month as a visiting researcher at Dublin City University in Dublin, Ireland conducting research on ion and photon emissions from laser-produced plasma sources.
