    As land information expert for the Parques del Rio Medellin Project (13 mile long urban renewal, road infrastructure, and public space project encompassing 4.000 acres in the heart of the city), I:• Developed an innovative methodology to estimate revenue generated by land value capture techniques to assess the feasibility of the project as a whole: econometric modeling of real estate market dynamics at the macro and micro levels (prices and square footage produced) using cadastral information (mapping and data on the physical characteristics of parcels) and real estate market data. • Interacted with local officials to present the proposed methodology and results in order to facilitate data sharing for the project.As Planning Manager of the Gramalote Urban Resettlement Project (new town for 1000 families—budget: USD150 million), I:• Developed the project management plan, which includes details of its different components, namely: land acquisition, ongoing social support, interagency coordination, water and road infrastructure design, urban planning, architecture design, construction, management, and contractor oversight.• Led the team in charge of developing the Resettlement Plan, which defines the housing restitution, risk management, and economic development measures that will benefit the resettled families. • Structured the follow-up and monitoring scheme of the project • Drafted, reviewed and adjusted documents for tenders and contracts.

    As senior advisor to the Tax and Customs General Commissioner, I:• Was part of the technical team that designed and drafted the tax reform passed by Congress in December 2012. Within the team, I: o Developed models to assess the impact of the proposals for the Personal Income Tax in workers at different income levels and with varying degrees of tax planning. o Developed a cash flow model to assess costs of compliance with tax and social security regulations for small businesses. The model defined new annual turnover concessions for VAT registration and collection to foster. o Calculated adjusted thresholds for the small lottery sector (chanceros) of cash transactions eligible to be presented as costs before the tax authority. o Developed graphic representations for non-expert audiences of the main concepts, proposed changes, and expected outcomes of the tax reform project. I delivered presentations on Colombia’s fiscal and tax policy and was responsible for drafting and editing answers to several questionnaires and surveys over tax statistics and policy.

    As an advisor to the Director of the Cadaster of Bogota, I acted as the manager of the agency’s Real Estate Observatory, a unit responsible both for collecting field data on real properties for sale or rent, and analyzing real estate dynamics and urban development in the city. In my two year tenure I:• Designed and implemented the Real Estate Observatory and its methodology to obtain real estate market data from impoverished informal neighborhoods where the market tends to be opaque. I was responsible for all its business and management aspects and the public servants and contractors under me (a team of over 15 people). • Became an integral part of the team responsible for the COB’s technical and institutional redesign, which since 2010 allows the city to update its cadastral database on a yearly basis (instead of every four to six years).• Was invited by the World Bank’s 2010 Land Conference to present the COB’s accomplishments.• Oversaw a quarter million dollar contract with the Urban Studies Institute of the National University of Colombia to evaluate the city’s street numbering model that resulted in improvements to its number assigning methodology and signpost design and allocation.• Promoted the strengthening of the relation between Cadaster and the Urban Planning Department, which used cadastral data to evaluate the city’s land use master plan (POT).• Developed a scheme to finance infrastructure and public space investments using development rights which was ultimately included in the city’s revised version of the POT.• Conducted an in-depth study on the city’s betterment levy upon which a bill for its restructuring was drafted.• Co-edited the book "La ciudad vista desde el Catastro" (The city as seen from the Cadastre) with articles written by Real Estate Observatory staff on real estate dynamics, price formation of real properties, and urban settlement patterns within Bogota.
