Gabe oversees efforts to strategically position NRECA and the network of America’s electric co-ops with elected officials, political parties, and allied organizations. He also leads NRECA’s grasstops engagement program. Gabe has served as an advocacy professional in multiple senior-level positions for NRECA for 17 years. His advocacy work for NRECA includes, managing complex grassroots mobilization campaigns and administering a best-in-class Federal PAC. In his role as Alliances and Partnership Director, Gabe possesses a deep understanding of electric co-op issues and is dedicated to elevating the national political identity of electric co-ops and their consumer-members.

Responsible for strategically positioning NRECA politically with Members of Congress, the national parties, and ensuring the programs soundness and credibility with our membership. Ensures compliance with all FEC regulations. Provides expert level advice to Department VPs, administers a multi-million-dollar Political Action Committee (America’s Electric Cooperatives PAC), and serves as a senior member of the GR decision making team. Directs PAC operations; orchestrates GR department functions; manages and supervises staff for day-to-day operations. a) Treasurer of America’s Electric Cooperatives PAC with authority to sign monthly FEC reports as factual public documents. b) Leads approval process for all PAC contributions and works with GR senior management and CEO regarding PAC contributions.c) Provides expertise to statewide CEOs on fundraising practices & provides political intelligence, manages contribution requests, reviews regulations and coordination of PAC contributions. d) Analyzes monthly PAC financial statements for accuracy and reviews report to FEC for accuracy and timeliness. e) Oversees fundraising events for Members of Congress.f) Partners with statewide associations to initiate PAC Consumer – Member programs. g) Directs PAC staff and establishes guidelines for accuracy of day- to-day operations. h) Leads planning and implementation of new programs and system changes; keeps informed of IRS and FEC rules and regulations that could adversely impact NRECA’s PAC, PACE Fund, and Good Government Golf Fund.i) Oversees continuous updating of program material and works with outside vendors to create materials explaining benefits of America’s Electric Cooperative PAC. j) Registers receipts and disbursements in accordance with political objectives of NRECA. k) Provides expert analysis to the PAC executive committee on PAC contributions, legislators' standing on REC issues, updates on political campaigns.

Position Summary:Work closely with team to develop and implement the Association’s grassrootsactivities on the local, state and federal levels. Work closely with the team to develop and implement strategies for effective, dynamic and creative campaigns to champion policies and positions on priority issues and achieve strategic goals. Responsible for building and maintaining effective relationships with stakeholders. Works directly with stakeholders to assist with recruitment, education and training activities necessary to build and maintain a robust network of advocates for the electric cooperative program. Essential Duties and Responsibilities:Execute grassroots advocacy strategies to effectively advocate NRECA policy positions to membership and a diverse set of industry stakeholders and potential allies. Maintain ongoing knowledge of legislative process and the specific legislative and regulatory issues impacting NRECA. Communicate this impact to grassroots groups in the context of their role as advocates. Effectively communicate the value and urgency of NRECA policy positions and to effectively engage network members to take action. Routinely meet or communicate with membership and diverse set of potential allies to advocate NRECA positions, identify opportunities to strengthen network, and align NRECA policy positions, where useful, with those of industry stakeholders. Develop regular message communication to grassroots network that inform and motivate members to advocate on issues. Ensure members are kept aware of current developments on national scene, including successes of recent grassroots efforts.Design curriculum, courses, training programs and materials for distribution to NRECA’s membership through the Education and Training Department to build awareness of NRECA advocacy programs designed to build political strength through local, state and national advocacy efforts. Serve as the lead instructor for all advocacy courses.
