The Cambodian Network Exchange (CNX) http://cnx.net.kh is a domestic internet exchange in Cambodia supported by Sabay Digital.My responsibilities at the exchange include:- technical planing- peering management- business developmentAs of 2022 the exchange has 42 members representing all major ISP and Carriers in Cambodia.

Sabay is since over 10 years the number ONE digital entertainment provider in Cambodia; active in game, news and video publishing. Sabay's focus in content and distribution is a local first approach, resulting in Sabay building and maintaining one of the oldest digital payment networks (now running on Stellar-Core blockchain), its own data center and private cloud platform (docker swarm) and maintaining the domestic internet exchange in Cambodia (CNX).As COO/CTO I am in charge of designing and implementing the overall technologies and strategies for platform operations (games, news, video), payment network and infrastructure development. My core focus in on utilizing cloud platforms and automation in infrastructure deployment and blockchain technology for payment integrations. Cogetel Online was a leading ISP in Cambodia, the successor to Telstra Bigpond which the company acquired in 2001. The company was sold to a new investor in 2004 with a ROI of over 300%.As Head of the engineering department at Online, I was responsible for the planning, implementation and operation of all IT projects. Contracted by Telstra to develop a new billing system for their local subsidiary BigPond one of the first ISP in CambodiaMain focus was on reducing fraud and debt and adopting the software to local business needs and staff requirements.Within 6 month of implementation fraud was virtually eliminated and debt was substantially reduced. The system was certified by KPMG IT audit team in 2002 and also implemented by Telstra for their East Timor Operation in 2003.
