Sabay's focus in content and distribution is a local first approach, resulting in Sabay building and maintaining one of the oldest digital payment networks (now running on Stellar-Core blockchain), its own data center and private cloud platform (docker swarm) and maintaining the domestic internet exchange in Cambodia (CNX).As COO/CTO I am in charge of designing and implementing the overall technologies and strategies for platform operations (games, news, video), payment network and infrastructure development. My core focus in on utilizing cloud platforms and automation in infrastructure deployment and blockchain technology for payment integrations. As CTO/COO of the Sabay Group, my responsibilities are:- overseeing infrastructure management (in-house IT, network, data center, Interconnections) - leading software development for our in-house publishing and reseller platform- Developing and maintaining partnerships with regional suppliers and government agencies- Directing customer service and technical support- Managing partners and staff for game deployment, social marketing and digital distribution- Financial planing, forecasting and budgeting for content publishing and IT operationsMilestones include:- launching Cambodia's first online computer games (200k+ players, 20,000+ CCU)- building nationwide network to support our game centers (at peak 1400+ internet cafes connected)- developing payment platform to support in-game micro transactions (1000+ resellers nationwide, 300k+ users)- manage technical operations of Cambodia's largest website (sabay.com) and advertising network- designing, building and managing our data center and domestic network- designing and building our in-house cloud platform- developing and launching Cambodias first blockchain based payment and settlement platform (SSN)

Under Contract to setup a new Internet Service Provider (CityLink) in Cambodia with focus on broadband services using DSL technology (Huawei), including installation of back-end management software for billing and customer service.

Cogetel Online was a leading ISP in Cambodia, the successor to Telstra Bigpond which the company acquired in 2001. The company was sold to a new investor in 2004 with a ROI of over 300%.As Head of the engineering department at Online, I was responsible for the planning, implementation and operation of all IT projects. Major milestones include:- Cambodia’s first DSL broadband network (Zhone Technology)- Extending network to cover major cities in Cambodia- Planing, building and operating first independent Satellite Earth station in Cambodia

Contracted by Telstra to develop a new billing system for their local subsidiary BigPond one of the first ISP in CambodiaMain focus was on reducing fraud and debt and adopting the software to local business needs and staff requirements.Within 6 month of implementation fraud was virtually eliminated and debt was substantially reduced. The system was certified by KPMG IT audit team in 2002 and also implemented by Telstra for their East Timor Operation in 2003.
