Responsible for maintaining police resourcing levels across Exeter, East & Mid Devon and supporting the Senior Leadership Team in delivering police services across three district council areas. Initially responsible for delivering response and neighbourhood policing across the Mid Devon District Council area. This is predominantly a rural area also containing the towns of Crediton, Tiverton and Cullompton with an overall population of 119,000. Managed 55 staff made up of police officers and PCSOs.Member of the East & Mid Devon Community Safety Partnership. Also, member of the multi agency Safety Advisory Group (SAG) working with organisers to ensure public safety at events. Member of the Targeted Families Scheme management group, working with partners to support families with specific needs.Spent the first half of 2014 devising and implementing workforce restructuring across Exeter, East & Mid Devon in order to maintain a high standard of delivery against a back drop of diminishing resources.Ensured that crime reduction in Mid Devon exceeded its annual target, one of only a few areas within the Force to achieve this. Moved from this post at the request of senior managers due to a need for an experienced manager to lead response policing within Exeter following the retirement of the post holder.Took command of 10 sergeants and 72 constables providing 24/7 emergency cover across the greater Exeter area. Duty officer managing police resources across the south west peninsula.Specific responsibility for managing high risk and critical incidents, including liaison with other forces, partner agencies and the military. This included maintaining communication coverage & ensuring interoperability during major incidents. Also for the implementation of contingency plans.For example, managed the initial multi agency response to major flooding incident in Cornwall, coordinating and directing resources with due regard to risk to life and need for mass evacuation.Tactical Firearms Commander responsible for authorising the deployment of armed officers and managing firearms incidents. Commanded over 70 firearms incidents. Departmental portfolio holder for firearms and counter terrorism.Lost Person Search Manager.

Supervision of a team of police officers, police community support officers and police staff within a large, rural area responsible for delivering neighbourhood policing. Chaired the local Community Safety Partnership, working closely with partners from various disciplines including public, private and third sectors.Invented the special constabulary role of Rural Engagement Officer to improve communication with hard to reach groups within the countryside, now recognised as national good practice.

Responsible for supervising a section of 15 patrol officers in delivering 24/7 emergency response and crime investigation capability.Includes a secondment to Exeter City Council to research and create a Business Crime Reduction Initiative involving private and public sector. Created EBAC (Exeter Against Business Crime), negotiating initial funding contributions from across a number of agencies.Also seconded to create and manage a violent crime investigation team. Under my leadership this team brought about a 16% reduction in violent crime within Exeter as well as a 14% improvement in detection rate over a 12 month period.

Seconded to Fire Service HQ to set up and staff a multi-agency team to reduce and investigate arson. Attended courses at the Fire Service College and devised working practices for an effective joined up approach to serious fire investigations. Responsible for fire death scene investigation.Introduced the concept of Community Action Days which saw various agencies working together with residents to improve the environment and address specific issues relevant to their locality.Sat as an adviser on Cornwall County Council Policy & Operations Groups. Delivered presentations at a national level to a number of strategic bodies including The Office of the Deputy Prime Minister, Association of British Insurers (ABI) and Chief & Assistant Chief Fire Officers Association (CACFOA).
