I have over 29 years of industrial experience, with the last 22 years in waste management. I am a Chartered Resources and Waste Manager. I sit on the Chartered Institution of Wastes Management Hazardous Waste Steering Committee and Waste Regulation Steering Committee. I am a certificated expert witness.My key technical role is to provide waste regulatory expertise on a wide range of engineering and environmental projects and multi-disciplinary large EIA infrastructure projects. I have experience on environmental and technical due diligence studies to UK and International standards; and have conducted compliance audits in the waste management sector. I have been commissioned as an expert witness providing expert reports and representation in court. I have coordinated a Development Consent Order application for a large waste Nationally Significant Infrastructure Project - a new Energy from Waste (102MW) facility in Boston, Lincs.My non-technical management elements in my role as Associate Director include delegated financial responsibilities for sign-off on new proposals and projects; and management functions associated with health and safety review of site risk assessments; proposal and technical report review; leading on the human resources, people and culture (including recruitment, performance and development and business transformation) for the whole Environment Advisory Group. I also manage the Midlands team and am part of Royal HaskoningDHV's UK Company Council.

Chartered Waste Manager and Full Member of the Chartered Institution of Wastes Management MCIWM. He is a registered Qualified Person with CL:AIRE (Contaminated Land: Applications In Real Environments). He is a member of a number of Special Interest Groups run by CIWM and sits on the Hazardous Waste Steering Committee. Since joining Royal Haskoning in 2008, his key role has been as a regulatory waste expert, providing support on waste regulation, classification, strategy and definition on a wide range of projects, from purely regulatory to supporting waste infrastructure development. He has experience in providing waste technical advice on due diligence projects and also sharing waste expertise, for example by providing delivering waste training. He has experience on environmental and technical due diligence studies, and has worked on projects with the waste management industry conducting compliance audits. He has successfully worked with the waste management industry in defending environmental permit appeal and providing compliance advice against enforcement action. He has acted as a waste expert witness.Mr Bower has worked on a wide range of projects where he has strived to promote the use of waste as a resource, rather than a burden on landfill capacity. In the development industry he has worked on projects which have diverted more than a million tonnes from landfill and has negotiated positions with the EA to identify when materials can be considered as recovered product rather than waste. He has considerable experience in preparing site waste management plans for construction projects and therefore has a 'resource minded approach’ to seeking waste minimisation techniques and opportunities for waste re-use and recycling.
