WHOI Representative for AGOR 27 - R/V Neil Armstrong - Under the direction of the Marine Superintendent, participated in the preliminary design, detailed design, construction and post delivery actions related to introduction of the new AGOR 27 research vessel into the University National Oceanographic Laboratory System (UNOLS) fleet. Responsible for coordination of WHOI review of contractor preliminary design drawings, provided recommendations for correction and improvement to Naval Sea Systems Command. Participate in preliminary design reviews in Washington, DC and/or at design teams sites. Provided direct project management of all on-site WHOI activities at shipbuilding contractor's shipyard. Assisted with on-site government project management as assigned. Served as WHOI primary point of contact for all technical matters. This position carries major responsibility for accomplishment of research objectives in relationships with investigators, manufacturers, contractors and University staff members.

R/V Atlantis, R/V Knorr and R/V Oceanus R/V Atlantis’s propulsion system consists of two 3,000 HP diesel electric Z-drives with a power plant consisting of six 3500 Series Caterpillar Diesels. R/V Knorr’s propulsion system consists of two Lips diesel-electric azimuthing stern thrusters, 1500 SHP each. Lips retractable azimuthing 900 SHP bow thruster. The power plant consists of three 3516 Caterpillar Diesels @ 1,110 KW and one 3508 Cat Diesel at 560 KW. R/V Oceanus’s main propulsion consists of an EMD L16-645 and two D353 Caterpillar auxiliary diesels. • Directed repair and maintenance of the engineering plant to ensure efficient operation and conformity to USCG safety standards and regulations. • Maintained computerized database of shipboard machinery history and spare parts inventory utilizing ABS Nautical Systems 5 (NS5).

OSG America, Inc. Philadelphia, PA (Formerly Maritrans Operating Company LLC)• Port engineer for the Delaware Bay lightering fleet consisting of three integrated tug barges and one gas turbine tanker. Directed maintenance and repair of all vessels to optimize availability and minimize down time. • Ensured vessel compliance with all quality, safety, and environmental policies including all regulatory-body inspections for the U.S. Coast Guard (USCG) and the American Bureau of Shipping (ABS).• Responsible for the preparation of operating budgets, cost estimates, and engineering specifications for bid solicitation and awards.

Maritime Administration (MARAD) Ready Reserve Force (RRF) ships Wright and Cape Nome.• Maintained vessels in Reduced Operating Status (ROS-5). • Oversaw ROS crews including Phase IV maintenance, repairs, and upkeep. • Ensured vessel compliance with all regulatory-body inspections and tests for the USCG and ABS. • Kept current all certifications for activation of vessels. • Prepared cost estimates and engineering specifications, bid solicitation/awards.• Proficient in the use of MARTS, PC-SAL and SAMM programs.

1998 - 2000 Large, Medium Speed, Roll-on Roll-off (LMSR) Ship Program, USNS Dahl and Watkins. Ships are 950 feet long with a power plant consisting of two 32,000 horsepower GE LM2500 gas turbine main engines and five 2500 Kw generators powered by Caterpillar 3608 diesel auxiliary engines • Directed repair and maintenance activities for the engineering plant to ensure that its operation was efficient and conformed to USCG safety standards and regulations. • Maintained computerized database of shipboard machinery history and spare parts inventory utilizing SAMM. • Chief Engineer from pre-delivery, August 2000, to successful deployment, July 2001, of the USNS Watkins. • Wrote International Safety Management Code (ISMC) vessel procedures.• Brought USNS Dahl through successful ISO/ISM Lloyds audit and certification.1986-1998 MPS - Maritime Pre-positioning Ship Program Chief Engineer on the M/V PFC. William B. Baugh and M/V Pvt. Franklin J. Phillips (Held other engineering positions on all Maersk Line Ltd Operated vessels between 1986 to 1996) Power plants consist of a Sulzer RND 76 main engine and five 850 kW generators powered by Daihatsu 6DS-26 auxiliary engines. • Wrote International Safety Management Code (ISMC) engineering procedures for Maersk Line, Ltd. operated Military Pre-positioning Ships. • Nominated and participated to be the Maersk Line, Ltd. representative in the MARAD ERAM Project. This project developed three engine room arrangements for a future generation of Sealift ships.
