Overall responsibility for the identification and cultivation of corporate wide opportunities for the achievement of Thales Canada’s ITB and VP commitments and the cultivation of Canadian companies to be introduced into the Thales supply chain.Program / Proposal Subcontract and Supply Chain Manager - OttawaReporting to the VP Contracts, responsible for developing Requests for Proposals, establishing business relationships with potential suppliers and negotiating subcontracts and supply agreements. Oversaw all Subcontract Managers and Administrators in the development and negotiation of agreements and subcontracts and coordinated the efforts of these individuals to support Canadian procurement efforts both from within Canada and external to the country. Overall responsible for ensuring contracts and subcontracts were fully compliant with the customer’s requirements and managed the delivery of hardware, software and data item to the programs and end customer.

Provided Strategic Planning and Industrial and Regional Benefits consultant services to Aerospace and Defence contractors including the development of corporate strategies to win major Crown projects, the preparation of IRB plans and proposals and the reporting and defending of IRB achievements with Industry Canada during the verification of contractual obligation.

Program Director – CP-140 Aurora Incremental Modernization Program ($350M)Reporting to the Vice President Airborne Systems, directed the Aurora Incremental Modernization Program ($350M) to design, develop, integrate and install a new Data Management System and Mission Computer into the Canadian Forces CP-140 Aurora Maritime Patrol Aircraft. This included the development of Ground Training facilities, a System Integration Lab, Mission Support Equipment and a Software Development and Support Environment as well as the follow-on production of a Prototype aircraft and seventeen production configured aircraft.Program Manager – AWACS Modernization Program ($120M)Reporting to the Vice President Airborne Systems, directed the development phase of the Airborne Early Warning and Control System (AWACS) modernization program ($40M) to update the airborne mission system for the NATO AWACS aircraft. Coordinated the product development and installation between multiple NATO countries including Canada, USA, Portugal, Turkey and Germany. Developed a proposal for the production phase of the program winning an $80M upgrade program.Program Manager - Industrial & Regional Benefits ($2.9B)Responsible to the Director Contracts for the company wide management and delivery of $2.9B in Industrial and Regional Benefit commitments associated with Canadian government contracts. Responsible for the development of Industrial and Regional Benefit proposals and plans and the coordination of the delivery of industrial benefits from all General Dynamics Canada Canadian sites. Responsible for the identification and cultivation of corporate wide opportunities for the achievement of General Dynamics Canada’s Industrial and Regional Benefit commitments.

General Manager and Chief Executive OfficerResponsible for all aspects of the safe operation of a biological fermentation and chemical separation plant licensed to operate within Canadian regulations. Profit and loss responsibility for production, R&D, engineering, quality, marketing and contract administration. Responsible for the development, transfer and support of technology for product lines established in off shore production facilities. Re-engineered the operations and research departments, established a contract research and manufacturing capability, achieved plant certification by the US Food and Drug Administration and realized major product cost reductions.Managed the conversion of a Pharmaceutical Research and Development facility into a production and contract manufacturing operation. Reduced the staffing requirements by 15% and the annual operating budget by 12% while increasing the annual revenue by 14%. Increased the production output of a new product resulting in annual savings of $66.7M and implemented improvements on an existing product resulting in annual savings of $52.5M.Director of Engineering Directed maintenance and facility upgrades. Planned and directed the facility construction and acquisition of process equipment to convert an R&D facility into a production and contract manufacturing operation. Reorganized the engineering and operations departments to support the new business mandate.

Reporting to the VP Program Management, acted as the prime interface with customers to identify new business opportunities and developed and managed long term customer relationships. Developed negotiation strategies and performed contract negotiations with private industry as well as the Canadian and United States governments. Managed multiple design, production and long term maintenance contracts in a continuous quality improvement environment.As the Program Manager for the CP-140 Aurora business area, developed a computer emulation product for insertion into a new Mission System Computer that eliminated the need to rewrite the Mission Software resulting in the capture of a sole source Mission System Upgrade program. As the Program Manager for the S-3 Viking Computer Development and Production program, developed an innovative approach, using multiple government funding sources to implement the program. Managed the S-3 Viking and CP-140 Aurora System Engineering support programs providing upgrades and modifications to the mission system computers for these aircraft.
