Bestlawyers recognised Gary as the 2018 Public Law "Lawyer of the Year" for Canberra. Gary's experience in complex legal and policy implementation issues is based on his immersion in public law issues as Associate to a Justice of the High Court, lecturer in law Australian National University, Secretary to the Senate Constitutional and Legal Affairs Committee, Assistant to the Commonwealth Solicitor General and Acting Head Commonwealth Civil Litigation. In 25 years in private practice with three different firms Gary led teams of lawyers advising and acting for Australian Government agencies and private sector bodies dealing with Government on many matters across sectors including Defence, health, aviation, environment, immigration and telecommunications. He has run matters in all States and Territories and has been seconded into Government Departments in senior legal positions. He was a founding Executive member of the Australian Institute of Administrative Law and is a former National President.Gary has conducted some major inquiries for Ministers and Departments including the 2005-2006 Review of Enforcement and Offence Provisions of the Health Insurance Act Relating to Provision of Pathology Services Under Medicare and the 2011-2012 Review of allegations of sexual and other abuse in Defence. He has also drafted legislative instruments and prepared drafting instructions and explanatory statements for Acts and regulations.Gary has been listed by Best Lawyers every year since these peer review surveys commenced. In 2017 Bestlawyers recognised Gary as the 2018 Public Law "Lawyer of the Year" for Canberra. He is currently listed in four categories: - Constitutional Law, Government Practice, Public Law and Regulatory Practice. Gary has been an Adjunct Professor with the University of Canberra for over a decade.
